TENICA and Associates LLC is seeking a skilled Financial Resource Analyst with a TS/SCI, CI poly.

We are looking for a proficient Financial Resource Analyst to join our dynamic team and utilize their knowledge to perform budget execution and financial assessments.

In this role, you will frequently collaborate with Directorate leadership, technical subject matter experts (SMEs), and the financial and budget personnel of the Center to oversee and monitor the program's execution status, while collecting information for Budget Change Requests (BCRs).

Your responsibilities will also include document and quality assurance, enhancing the understanding of the program's resource needs, presenting the program's financial status, and offering recommendations to leadership and other stakeholders.

This position provides an excellent opportunity to influence the creation of innovative business engineering processes aimed at enhancing the integration of the portfolios and programs within this directorate.


Key Responsibilities:
1. Collaborating with stakeholders on financial assignments
2. Preparing and presenting executive-level reports to senior leadership regarding the program's financial condition during program management reviews (PMRs)
3. Offering insights to leadership on improvements in business processes
4. Developing expenditure plans, allocating, and executing funds in line with spending priorities
5. Working closely with project managers to clarify requirements and justify financial necessities
6. Analyzing the program's execution and monitoring expenditures against the available budget
7. Providing regular updates to leadership on financial status and suggesting solutions and strategies
8. Collecting information for, and monitoring BCR packages and Economy Act Transfers

Required Qualifications:
1. Active TS/SCI with Poly
2. 3-5 years of experience within an Intelligence Community Agency, preferably ODNI
3. 5+ years of experience in budget execution
4. Proactive approach and meticulous attention to detail
5. Ability to think strategically and build consensus among diverse groups
6. Proficient in Microsoft Office applications, including Excel and PowerPoint
7. Experience with BASIS or COGNOS-based applications

Educational Requirements:
1. High School Diploma/GED + 12 Years
2. Associate's Degree + 10 Years
3. Bachelor's Degree + 8 Years
4. Master's Degree + 6 Years
5. PhD + 4 Years
