Job Description

Job Summary

SAIC is seeking a highly experienced and skilled Program Manager to support the Commander, United States Pacific Fleet (CPF) in Pearl Harbor, HI. The ideal candidate will have a strong background in training and experimentation, with experience in program analysis and management.

Key Responsibilities

  • Provide program analysis support to CPF N7, including development of requirement submissions to INDOPACOM J7.
  • Support the planning, execution, assessment, and reporting of PMTEC initiatives under CPF N7 purview.
  • Develop and maintain relationships with senior staff at the Flag Officer/Director/Manager level.
  • Conduct fleet training analysis/assessment to identify gaps, training needs, and solutions.
  • Provide management support to the planning, execution, assessment, and reporting of PMTEC initiatives.
  • Develop and maintain reports and briefings required of CPF N7 by IPC on status and progress of PMTEC initiatives.
  • Provide subject matter expertise on FRTP events and their association with IPC exercises.
  • Develop a draft plan of action and milestones (POA&M) for procurement and delivery of a vessel that meets established parameters.
  • Develop a draft POA&M for overhaul and/or alteration of the vessel delivered.
  • Develop a draft POA&M for installation of C5I training technology on board the delivered and overhauled/altered TSV.
  • Monitor and provide monthly update reports on each POA&M identified above.
  • Provide interim POA&M reports as emergent situations warrant.
  • Provide courses of action to mitigate the impact of any unforeseen or unplanned events which cause any POA&M task/event to not meet its milestone date.
  • Monitor crewing of the TSV and provide status reports monthly to CPF N7 assigned POC.
  • Identify impediments to meeting manning deadlines and provide recommended courses of action.
  • Develop draft POA&M for alteration/overhaul packages required to maintain compliance with American Bureau of Shipping (ABS) and INSURV requirements.
  • Draft guidance, messages, instructions, standard operating procedures, and other required documents related to CPF N7 participation in PMTEC initiatives or events.

Qualifications

REQUIRED EDUCATION / BACKGROUND / SKILLS:

  • U.S. citizen with a Bachelor of Arts or Science degree and a Top Secret clearance (with SCI eligibility).
  • Active military duty experience, including recent training and operational experience at a major command/staff at the mid-grade to senior officer level (experience commensurate with O5/O6 preferred).
  • Knowledge and understanding of Planning, Programing, Budgeting and Execution (PPBE) cycle.
  • 15 years of general program analyst and Functional Area experience (19 years in lieu of degree will be considered); see detailed tasks above.
  • Proven written and verbal communication skills at the senior executive level with ability to act independently and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.
  • Experience in use of MS Office (e.g., PowerPoint) products.
  • Must be willing to travel overseas and in CONUS up to 25 percent of the time.

Desired Qualifications

Experience as an Echelon III (or higher) staff officer.

Comprehensive understanding of all phases of the FRTP and Optimized Fleet Response Plan (OFRP).

Working knowledge of the Fleet training requirements process; FRTP training technologies; TSVs; and ship's overhaul, alteration and crewing packages and processes.

Familiarity with Fleet training policy documents, including the OFRP, FRTP, and Fleet Training Continuum (FTC), as well as the Maritime Operations Center (MOC) concept.

Recent experience in Indo-Pacific Joint/Partner Nation and/or naval exercise execution and exercise/event planning.
