SUMMARY STATEMENT
The IT Program Management Office is dedicated to ensuring the effective execution and oversight of IT projects and initiatives across various business units and IT sectors. The PMO is committed to maintaining project timelines, budgets, and delivering anticipated outcomes.
The Program Manager 2 role within the IT Program Management Office (PMO) is tasked with applying program management methodologies across all Software Development Life Cycle (SDLC) frameworks to successfully deliver projects that enhance IT investments in alignment with Irvine Technology Corporation's business objectives. This position will oversee programs/projects to ensure the successful delivery of IT-related initiatives across diverse IT domains. Establish and nurture relationships with IT and key business stakeholders that depend on the successful implementation of IT projects. Direct the execution and governance of projects/programs while providing comprehensive status and financial reporting at the project, program, and portfolio levels.
PRIMARY DUTIES AND ACCOUNTABILITIES
Program Management:
Plan and facilitate moderate to complex initiatives that support business-sponsored IT project/program delivery.
Responsibilities include but are not limited to: Compiling project plans, developing and managing budgets, timelines, and schedules, assessing impacts, issues, and risks, identifying stakeholders, and coordinating dependencies across teams and vendors. Utilize influence and negotiation skills to advance projects, eliminate obstacles, and resolve conflicts. This role encompasses end-to-end program management of multiple projects, focusing on interdependency management.
Project Management:
Oversee and regulate budgets, project scope, timelines, quality, and costs. Evaluate issues and risks, leading the development and implementation of mitigation strategies in collaboration with affected stakeholders. Manage change controls appropriately and escalate issues when necessary.
Portfolio Reporting:
Accountable for project/program/portfolio reporting and communications, ensuring that project teams, stakeholders, and management are adequately informed through designated channels, maintaining consistent standards and visibility with reporting tools and dashboards. Cultivate relationships at all organizational levels, acting as a trusted partner. Responsibilities include but are not limited to: periodic updates and portfolio reporting on project financials and status; contributing to steering committee meetings and facilitating project team meetings.
IT Planning and PMO Governance & Administration:
Utilize IT Planning and PMO methodologies and tools to effectively execute project management functions.
SKILLS, EDUCATIONAL BACKGROUND AND EXPERIENCE
Education, Experience and Knowledge:
Bachelor's degree and/or a minimum of 5 years of proven project/program experience managing programs or projects; or equivalent formal education in project management. (PMP) Project Management Professional or (CSM) Certified Scrum Master certification is preferred.
Familiarity with project, program, and portfolio management best practices.
Understanding of Agile methodologies, including but not limited to Scrum, Kanban, and Scaled Agile Framework (SAFe).
Demonstrated success in delivering moderate to complex projects and/or programs from inception to completion.
Skills:
Strong leadership capabilities in both traditional and Agile software development environments.
Excellent relationship management skills.
Proficient project and program management skills in service/product-based industries.
Demonstrated financial acumen in managing IT project budgets.
Exceptional verbal, written, listening, and presentation communication skills.
Outstanding time management, project management, and organizational skills.
Proven analytical and problem-solving abilities, including reasoning skills such as storage, retrieval, matching, and execution skills.
Proficient in project management software such as EOS and development tools like Jira.
Abilities:
