Job Summary

El Paso County Department of Human Services (EPC-DHS) is seeking a highly skilled Program Integrity Supervisor to oversee the Fraud Prevention and Investigations team. This critical role plays a key part in protecting program integrity through the investigation of alleged welfare fraud, ensuring proactive measures are implemented to prevent fraud, and guiding the team in maintaining a client-focus through a trauma-informed lens.

This position is a vital part of the County's strategic plan, ensuring that the Fraud team consistently delivers high-quality services by standardizing, innovating, measuring, and removing waste in their work. The successful candidate will have a direct positive impact on their team members who are assisting families in our community.

Key Responsibilities
  • Supervise the planning, organizing, monitoring, and training of the assigned functional area(s).
  • Ensure the mission of the Department of Human Services (DHS) program integrity is effectively communicated and achieved.
  • Perform all supervisory functions, including planning, organizing, leading, and monitoring assigned functional area(s); ensure appropriate unit staffing levels.
  • Provide mentorship, guidance, and training to staff.
  • Conduct performance evaluations and motivate employees to reach peak productivity and performance.
  • Participate in the hiring and disciplinary process.
  • Oversee program integrity functions, such as fraud prevention/investigations or agency quality assurance.
  • Monitor program audits, investigations, and referrals, and review status with appropriate staff.
  • Serve as a contact for the department regarding program integrity.
  • Communicate the mission of the El Paso County Department of Human Services (DHS).
Requirements
  • Knowledge of public assistance rules, regulations, and procedures.
  • Knowledge of community assistance resources and agencies.
  • Working knowledge in benefits systems, such as Colorado Benefits Management System (CBMS) and/or Childcare Automated Tracking System (CHATS), and in all relevant program policy.
  • Establishes goals and manages time efficiently; remains open to change and new information; effectively deals with pressure and ambiguity.
  • Ability to understand and interpret Federal, State, County, DHS, and other applicable laws, rules, and regulations.
  • Ability to maintain high ethical standards and ensure program integrity for the department.
  • Ability to maintain confidentiality.
  • Ability to efficiently plan, schedule, and organize.
  • Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem-solving skills.
  • Ability to lead and train others; ability to objectively review the performance of others; ability to provide and receive productive feedback.
  • Ability to communicate and work effectively with co-workers, clients, other agencies, and the public.
  • Ability to provide excellent customer service.
Preferred Qualifications
  • Five years of experience determining eligibility for public assistance programs such as Health First Colorado (formerly Medicaid), Colorado Childcare Assistance Program (CCCAP), Supplemental Nutritional Assistance Program (SNAP, formerly Food Stamps), Colorado Works, Adult Financial, and/or Long-Term Care.
  • Experience with case file auditing.
  • Two years of experience with CBMS.
  • One year of supervisory or leadership experience.
