Job Overview:

The Financial Planning Analyst will conduct evaluations aimed at formulating the Governor's Executive Budget.

This role involves assisting the Governor and senior leadership in the development and execution of policy initiatives.

The Financial Planning Analyst will also play a role in strategic planning and the assessment of performance metrics.

Furthermore, the Financial Planning Analyst will support special initiatives for the Executive.

Key Responsibilities:


• Thoroughly assess the budgets of state agencies and any suggested budget modifications to aid in the creation of the Governor's Executive Budget


• Identify and utilize relevant data sources and research to perform strategic, operational, and financial analyses across a wide array of subjects


• Act as a resource on matters concerning federal and state laws and regulations, as well as the policies and procedures of state agencies


• Offer recommendations for the strategic plans and performance metrics of state agencies to support the Governor's Executive Budget


• Present budget recommendations and alternatives to the State Budget Director, the Governor's Executive team, and the Governor


• Deliver oral and written presentations to clarify Executive Budget matters to legislative members, committees, and the public


• Counsel and assist the Governor's executive team and agency leadership in executing significant policy changes


• Oversee and provide assistance to projects initiated by OSPB leadership and the Governor's Executive team


• Explore and develop potential areas of work, focusing on enhancing the performance of state government


• Assess the performance of agency programs in relation to federal and state mandates and best practices


• Represent the Executive's stance on the budget to agency leadership, stakeholders, and the public


• Maintain projections for revenue and expenditures for agency funds; monitor agency cash flow


• Collaborate with the Governor's policy advisors and agencies to monitor legislative proposals


• Evaluate legislative proposals for potential fiscal and operational consequences


• Coordinate with state agency staff for budget execution

Required Skills & Qualifications:

The ideal candidate should possess:


• Excellent communication skills (including writing, speaking, presentation, and data visualization), especially regarding technical subjects


• Proficiency in Microsoft Office (Excel, Word, and PowerPoint) and a comfort level with new software products and applications


• Strong interpersonal skills to engage with stakeholders both within and outside the agency


• Exceptional organizational abilities, driven, persistent, analytical, and detail-oriented


• Capability to work independently as well as in collaborative environments


• Strong mathematical skills and superior critical-thinking capabilities

Educational Requirements:


• A Master's Degree in Public Administration, Business, Economics, Accounting, Finance, or a related field; or a Bachelor's Degree in similar disciplines with 3-5 years of experience in governmental budgeting, public finance, or a related area
