KEY RESPONSIBILITIES:
  • Evaluate homestead applications to ascertain eligibility for various homestead classifications, including residential, agricultural, veteran, and disabled homesteads. Collaborate with neighboring counties to address issues related to duplicate and cross-county homesteads.
  • Provide guidance on Minnesota property tax regulations and the valuation process to property owners.
  • Implement classification adjustments as mandated by County Assessor decisions or property modifications, such as new constructions, by thoroughly reviewing the assessment of the entire parcel, including land and structures.
  • Monitor and dispatch correspondence to the public concerning property classifications and special programs.
  • Analyze all property transfers to assess their impact on homestead status, classifications, and special programs. Maintain accurate property sale data in CAMA, ensuring correct property types for sales ratio studies, and verify that sales ratios are computed accurately. Communicate sale details to the Minnesota Department of Revenue and liaise with the assigned Property Tax Compliance Officer regarding sales-related matters.
  • Coordinate with the Minnesota Department of Revenue and the Minnesota Department of Natural Resources regarding the Sustainable Forest Incentive Act and the 2c Managed Forest Classification to ensure compliance with program requirements.
  • Calculate estimated taxes for proposed property modifications, including homestead status, classifications, new constructions, and special programs.

REQUIREMENTS

KNOWLEDGE, SKILLS, AND ABILITIES:

Comprehensive understanding of County and departmental policies, practices, and procedures; in-depth knowledge of section maps, GIS-Online mapping, and plat books; familiarity with Minnesota assessment laws and property surveys; thorough knowledge of property records, time sheets, and property change logs; extensive knowledge of the homestead log; proficiency in standard office equipment and software; basic understanding of Assessment Administration and CAMA in Tyler, WebExtender, Landshark, and Beacon; capability to perform arithmetic calculations and compute rates, ratios, and percentages.

MINIMUM QUALIFICATIONS:
  • High school diploma or equivalent; and
  • Property Tax Calculation Certification (Training Provided)
  • Valid Driver's License
PREFERRED QUALIFICATIONS:
  • Moderate (1-3 Years) experience in real estate, business, customer service, or a related field.
