Position Overview
This role is situated within the U.S. Department of Housing and Urban Development (HUD), specifically in the Office of Inspector General (OIG), under the Office of Information Technology (OIT), within the Customer Experience Division (CED).

Role Responsibilities
The incumbent will act as the primary authority and web engineer for all web and cloud-based systems (including SharePoint Online, Drupal, and Office365) utilized throughout the OIG.

Key Duties Include:
  • Lead the planning, development, and coordination of all web and cloud technologies.
  • Oversee the installation of new environments and the implementation of updates, patches, and releases.
  • Collaborate with OIG colleagues to define requirements and troubleshoot integration challenges.
  • Manage the installation, customization, testing, and deployment of IT solutions.
  • Ensure the application of security protocols and tools across all platforms.

Technical Skills Required:
Proficiency in Drupal, with a focus on front-end development and theming. This position demands a blend of programming expertise (PHP, HTML, CSS, JS, etc.) and aesthetic sensibility (understanding layout, color schemes, and typography). A strong grasp of industry trends and content management systems is essential, along with experience in responsive and adaptive design. The role involves working closely with back-end developers and stakeholders to ensure a visually appealing and user-friendly implementation.

Deployment Management:
The incumbent will lead the deployment of web and cloud technologies into Testing, Staging, and Production environments, developing these environments where necessary. Responsibilities include:
  • Planning, designing, and enhancing web and cloud-based systems that align with OIG's operational needs.
  • Ensuring compliance with information security policies and practices.
  • Overseeing the technical management of web and cloud environments, including content and application capabilities.
  • Monitoring and coordinating site development and maintenance with content providers.

Strategic Development:
Formulate a comprehensive web and cloud strategy that aligns with the organization's mission and objectives. Evaluate the use of appropriate technologies and third-party tools to enhance web and cloud implementations, articulating when solutions can be achieved through existing capabilities or custom development.

Qualifications:
Applicants must meet specific experience requirements within a defined timeframe. Specialized experience includes:
  • Designing and developing web applications to meet business needs.
  • Collaborating with clients to identify requirements for application enhancements.
  • Leading the migration of legacy systems to modern technologies, including cloud solutions.
  • Translating functional requirements into technical specifications.
  • Providing operational support for IT programs.
