Job Summary

We are seeking a highly skilled Financial Specialist to join our team at the City of Lewiston, ID. The successful candidate will be responsible for performing specialized accounting duties to support City operations, including payroll processing, financial record-keeping, and asset management.

Key Responsibilities
  • Process payroll and benefits for City employees, including calculations, reconciliations, and reporting.
  • Maintain accurate and up-to-date financial records, including fixed assets, city property, and departmental accounts.
  • Perform technical analysis, audit, and monitor personnel actions requiring payroll changes, leave hours, new employees, terminations, and various payroll deductions.
  • Develop, update, and modify automated payroll system as necessary.
  • Provide technical information, communication, and assistance to City departments and personnel regarding payroll-related problems.
  • Assist with development, testing, implementation, and training for activities within Munis to automate the functionality of payroll, benefits, and other areas.
  • Prepare annual reconciliation of various asset accounts, coordinate the City's annual verification of asset and property inventory records, and annual physical inventory.
  • Perform special projects for the department as assigned and process financial and departmental reports as assigned.
Requirements
  • Graduation from high school, supplemented by college courses in accounting or related field.
  • Three years of increasingly responsible payroll and accounting experience, or graduation from high school with five years of increasingly responsible payroll and accounting experience.
  • Experience with Microsoft Excel to analyze data and prepare reports.
  • Valid driver's license.
  • Credit history review.
Knowledge and Abilities
  • Modern office practices, procedures, and equipment.
  • Accounting techniques, payroll and benefits policies and practices.
  • State and federal tax regulations and wage and hour laws.
  • Principles and practices of municipal accounting.
  • Applicable union contract language.
  • Capital asset and depreciation procedures.
  • City Policy.
  • Department objectives.
  • Oral and written communication skills.
  • Bookkeeping techniques.
  • Correct English usage, grammar, spelling, punctuation, and vocabulary.
  • Interpersonal skills using tact, patience, and courtesy.
  • Telephone techniques and etiquette.
  • Data entry.
  • Operation of a PC and various office equipment.
  • Competent skills in Microsoft Word, Excel.
Work Environment

The successful candidate will work in a fast-paced office environment with considerable distraction and noise from constant interruptions and office activities. The position will entail extensive interaction with the public, including individuals that may be rude or discourteous.

Physical activities include sitting, standing, bending, stooping, and reaching overhead for extended, non-continuous periods of time; moderate lifting up to 25 pounds, and hearing and speaking to exchange information.
