The Nursing Supervisor will execute advanced nursing responsibilities, including the planning, development, coordination, and evaluation of nursing care around the clock.

This role involves overseeing daily operations across all designated areas.

The Nursing Supervisor will facilitate the identification and application of Standards of Practice in alignment with the Health and Human Services Commission (HHSC), recognized ICF-IID regulations, Texas Administrative Code (TAC), and the Texas State Board of Nursing.

This position is crucial for ensuring a skilled workforce.

They will provide clinical guidance and expertise, ensuring that care is tailored to individual resident characteristics, including age, developmental stage, diagnoses, and specific needs.

Collaboration with integrated treatment teams is essential, working closely with various divisions, interdisciplinary teams (IDTs), residents, their families, and external organizations such as professional and advocacy groups.

The Nursing Supervisor will engage in performance enhancement and quality assurance initiatives. They will supervise staff, including hiring, time management, training, and performance evaluations. This role also includes providing care to employees injured during their work duties. The position operates under limited supervision, allowing for significant initiative and independent judgment.

Shift statement (as applicable): This role may qualify for additional compensation for evening, night, and weekend shifts.

MSP statement (as applicable): This position may also be eligible for extra pay for work conducted in maximum security environments.


Key Responsibilities:

Regular attendance is expected, with the possibility of specific shift schedules, rotating shifts, extended hours, and overtime as per agency policy, alongside other assigned duties.

May serve in an on-call capacity on a rotating basis to meet operational requirements.

Plan, organize, direct, and manage daily operations and activities in the assigned area, adhering to SSLC and HHSC policies, state and federal regulations, and ICF-IID standards to ensure quality health services for individuals served.

Act as a spokesperson and advocate for the professional practice of program-based nursing services through active participation in performance improvement activities, including monitoring nursing performance metrics, conducting nursing record assessments, and participating in serious incident reviews when necessary.

Performance expectations include a high level of engagement, professionalism, and productivity.

Coordinate and oversee nursing service activities in the assigned area by monitoring all levels of nursing personnel.

Foster an environment that empowers nurses to deliver effective, compassionate, and efficient care, enhancing job satisfaction through productivity and quality improvements.

Ensure nursing policies and procedures promote a professional atmosphere, align with the program's mission, and meet professional and organizational standards.

Guide, mentor, and supervise staff in developing and implementing strategies to guarantee optimal nursing services are available 24/7.

Recognize and celebrate staff achievements to enhance morale.

Ensure accurate reporting of nursing care patterns and trends (e.g., 24-hour nursing reports, documentation on restraints, staff attendance, etc.).

Provide clinical direction and expertise, ensuring care is appropriate for the developmental level and specific needs of residents.

Collaborate with teams to implement resident-centered trauma-informed care.

Facilitate the adoption of practice standards that comply with the Board of Nursing, ICF-IID standards, CMS participation conditions, TAC, and agency regulations.


Serve as a resource for nursing practices and educational programs through consultative and administrative functions.

Ensure a competent workforce by participating in the design, development, and oversight of systems that evaluate and enhance the quality of resident care through Quality Assessment and Quality Improvement (QAQI) initiatives.

Integrate program-specific monitoring into ongoing performance improvement efforts and ensure timely reporting.

Utilize data to identify and address trends related to nursing care delivery.

Protect residents' rights by addressing issues identified in care reports, abuse and neglect reports, and other relevant documentation.

Ensure systematic capture, review, analysis, communication, and follow-up on significant program events (e.g., medication errors, adverse reactions, unauthorized departures, deaths, unusual occurrences, etc.).

Oversee and conduct clinical reviews to ensure adequate care is provided to residents as assigned. Alert leadership to safety and risk management concerns and actively facilitate problem-solving strategies.

Collaborate with leadership to meet the nursing staffing plan to support the SSLC mission. Ensure continuous (24/7) availability of nursing staff to meet resident care needs.

As assigned, establish and evaluate an annual staffing plan for nursing services that identifies minimum staffing levels for all nursing personnel to ensure a safe environment that complies with all regulatory and professional standards.

Seek and implement suggestions to streamline work processes and reduce redundancy. Work with leadership to keep nursing management informed about resource allocation and reallocation needs. Track and compile information for analysis and feedback to program staff and leadership. Proactively identify opportunities for improved recruitment and retention of qualified personnel. Participate in the development and support of partnerships within the SSLC and with key stakeholders, including residents and their families. Collaborate with external stakeholders such as professional groups, advocacy organizations, surveyors, and monitors as necessary.

Work with leadership to design and deliver a high-quality care system for residents using a multidisciplinary approach.

Participate in assigned committees, workgroups, and task forces as requested. Foster positive relationships with external agencies (e.g., Provider Investigations (PI), Office of Inspector General (OIG)), other SSLC departments, programs, and divisions, including ancillary/support services (e.g., Pharmacy, Medical Staff, Risk Management, Quality Assurance, Dietary, etc.).

Provide treatment to employees injured during work duties.

Maintain skills in CPR and other emergency techniques, initiating as necessary.

Perform other assigned duties.

Other responsibilities may include actively participating in or supporting the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.

Such participation may require alternate shift patterns and/or locations.
