Job Overview

Finelli Consulting Engineers, a division of Universal Technical Resource Services, Inc., is seeking a seasoned Civil Engineering Project Manager to join our team. As a respected, multi-discipline consulting firm, we specialize in civil and municipal engineering, land surveying, land use planning, environmental permitting, and construction services in both public and private sectors.

This position will be a key member of our team, responsible for performing various planning and design services and managing team activities on a wide range of projects. The ideal candidate will have a strong background in municipal/site/civil land development, with a minimum of 8-10 years of experience.

Key Responsibilities:

  • Develop, review, and oversee completion of site plan designs
  • Attend local Municipal meetings/hearings, including expert testimony
  • Prepare project technical specifications
  • Interact, support, and collaborate with clientele
  • Prepare cost estimates
  • Monitor and manage design team activities
  • Oversee administration of public bids
  • Manage external coordination with regulatory agencies
  • Review, evaluate, and test septic systems and soils

Requirements:

  • Minimum 8-10 years of related municipal/site/civil land development experience
  • Successful history of providing expert witness services
  • BS in Civil Engineering
  • New Jersey Professional Engineering (P.E.) license
  • Pennsylvania P.E. license a plus
  • NJ CME certification, a plus
  • Solid knowledge of local, county, and state current land use regulations, guidelines, and standards
  • Highly proficient in site grading design, stormwater management, and hydraulic and hydrologic analysis
  • Highly proficient in AutoCAD Civil 3D
