Position Overview

The Commonwealth of Virginia is seeking a dedicated and skilled individual to join our Administrative Services Division as a Procurement Officer Specialist. This advanced role involves overseeing intricate procurement processes, particularly in the realm of Information Technology (IT) services, to support our transportation initiatives.

Key Responsibilities

  • Serve as the primary expert on assigned contracts, offering guidance and education to both internal and external stakeholders regarding contractual matters.
  • Engage with contract administrators and vendors to ensure compliance with contractual obligations, taking necessary actions to uphold vendor accountability for milestones, costs, deliverables, and terms.
  • Evaluate changes in procurement laws and policies to assess their impact on agency operations, updating policies and procedures as required.
  • Act as a senior procurement advisor to the Director, addressing all procurement-related issues, including legal compliance and policy application.
  • Provide support for legislative matters, including policy development, analysis, and interpretation of relevant laws and regulations.
  • Assist the Director in fulfilling legislative session requirements.
  • Facilitate cross-functional teams to develop contract requirements, terms, and negotiation strategies that minimize risk while maximizing value for the agency.
  • Conduct thorough analyses of complex procurements, communicating findings and making informed recommendations in collaboration with stakeholders and subject matter experts.

Minimum Qualifications

  • In-depth knowledge of VITA and IT procurement regulations.
  • Ability to achieve Virginia Contracting Officer (VCO) certification.
  • Familiarity with federal and state procurement laws and management practices.
  • Strong leadership, negotiation, analytical, presentation, communication, writing, and computer skills.
  • Capability to manage complex situations and communicate effectively in both oral and written forms.
  • Proficiency in interpreting regulations and advising management on procurement activities.

Additional Considerations

  • Relevant training, experience, or education in business or a related field.
  • Preferred possession of professional purchasing certifications such as CPPO, CPPB, or CPM.
