Job Summary:

This Attorney II position is located in Topeka, Kansas, at the Eisenhower State Office Building, and is within the Office of Chief Counsel. The successful candidate will provide legal counsel to the agency on personnel-related matters, represent the agency in internal and external personnel-related proceedings, advise agency management on employment-related actions, and assist in drafting personnel-related internal policies.

Key Responsibilities:

  • Research and provide advice on federal and state regulations, case law, and statutes related to personnel matters.
  • Represent the agency in internal and external personnel-related proceedings, including investigations and hearings.
  • Draft, review, and edit disciplinary and termination letters, as well as other communications.
  • Assist with the drafting and review of personnel policies and procedures.
  • Provide legal research and advice on legislation and regulations proposed by the agency.

Requirements:

  • Certificate of admission to the Bar of the Supreme Court of Kansas or temporary permit to practice law issued by the Supreme Court of Kansas at the time of hire.
  • Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.

Preferred Qualifications:

  • Demonstrated ability to work independently and establish effective working relationships with agency administrators, engineering staff, technical staff, and the public.

Post-Offer/Pre-employment Requirements:

  • Kansas Tax Clearance Certificate required in accordance with Executive Order. Each applicant (even non-residents) who is selected for a State of Kansas job vacancy must apply for a Tax Clearance Certificate within 10 days from the date of the offer letter.
