Purpose of Classification: This classification is designed to manage the processing of purchase requisitions and orders for DeKalb County while providing administrative support to departmental staff.

Key Responsibilities:

The following tasks are typical for this role. The absence of specific duty statements does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Additional duties may be required and assigned.

- Evaluates assigned purchase requisitions from various County departments; ensures compliance with established policies and procedures regarding monetary amounts; and submits to relevant personnel.

- Generates purchase order numbers; performs due diligence prior to the approval of purchase orders in the computer system; updates purchase orders in the database as necessary; and finalizes purchase orders as required.

- Investigates invoice discrepancies and forwards them to the appropriate department for resolution; processes correspondence, reports, and meeting minutes related to solicitations and contracts; and facilitates contract signature execution.

- Maintains precise and accurate data within automated purchasing and contracting systems; edits and updates information such as insurance details, buyer files, shipping addresses, payment terms, freight terms, units of measure, etc.; reviews and analyzes system reports; and researches and resolves issues.

- Assists with procurement activities; identifies suppliers; evaluates product and service pricing, and compiles packets for Requests for Information (RFI), Requests for Quotation (RFQ), Requests for Proposal (RFP), and Invitations to Bid (ITB).

- Provides customer service support via telephone and in person; conducts market research and reference checks, offers information and assistance related to procurement services, activities, procedures, forms, or other inquiries; addresses complaints; investigates issues; and initiates problem resolution.

Minimum Qualifications: An Associate's degree in Purchasing, Supply Chain Management, Business, or a related field is required; two years of experience in procurement, contracting, or document evaluation, or a related field; or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this position.

Specific License or Certification Required: Must possess and maintain a valid Georgia Driver's license
