About the Position:

This role requires a Housing Project Manager to facilitate the development and implementation of housing stability related goals and assist in planning, organizing, and directing activities related to new and existing programs and projects.

Key Responsibilities:

  • Ensures developers and contractors follow specified criteria, regulations, and timelines established by the Housing Stability Division.
  • Reports progress of programs and projects to the Division.
  • Prepares written documents, reports, memos, agreements, and contracts with clearly organized thoughts using proper sentence structure, punctuation, and grammar to define and express objectives, findings, recommendations, procedures, policies, and goals.
  • Will travel between job sites to supervise various commercial and residential construction projects, engage with property owners, coordinate with contractors, or consult with HSD staff as needed.
  • Recommend and initiate process improvements, cost-saving measures, efficiencies, and other program changes to meet goals and objectives.
  • Assess and assign priorities to problems and work assignments while confronted with several pressing demands at one time.
  • Maintains project records and documentation, as well as review of file documents. Effectively plan, schedule, and track project timelines, milestones, deliverables, and success criteria.
  • Perform construction administration. Responds to contractor's requests for information and clarification during construction. Inspects contractor work for compliance. Reviews and approves contractor submittals, change orders, and invoices. Interprets contract documents and resolves problems during construction as necessary.
  • Attends and may facilitate various meetings with community-based organizations, commercial developers, contractors, vendors, governmental agencies (i.e., federal, state, local) and the public for involvement in the planning and execution of housing programs.
  • Develops and coordinates projects and programs, enhances long-term relationships, and encourages business and community participation in policy and planning issue.
  • Coordinates staffing, scheduling, and training as needed. Resolve personnel problems including hiring, firing, and evaluations.
  • Works with various City divisions and committees to coordinate and develop contracts, time schedules and project cost estimations related to new and existing housing development projects.

Minimum Qualifications:

Bachelor's degree in Business Administration, Finance, Public Administration, Construction Management, Project Management, or a related field plus four years' experience in an area related to new housing developments, housing rehabilitation and/or contract preparation and interpretation, and two years' of supervisory experience.

Education and experience may be substituted, one for the other, on a year for year basis.

Ability to interpret regulations and prepare findings and recommendations in a succinct manner, in writing, based upon those interpretations.

Broad knowledge of planning, programming, and scheduling procedures for design and construction projects.

Considerable human relations and communications skills, and ability to communicate and relate well with the public.

Proficiency in the use of personal computers for word processing and spreadsheet analysis. Advanced computer skills for communication and advanced presentation materials, such as PowerPoint and Excel.

Able to help shape abstract concepts and then produce a definitive product, as well as work on numerous projects simultaneously and meet crucial deadlines.

Ability to establish priorities and make decisions with minimum supervision, working independently with initiative, self-reliance, and dependability.

Ability to coordinate the work of others and communicate effectively with members of the public, contractors, engineers, and others as it relates to the effective management and oversight of construction projects.

Ability to perform budgetary analysis.

Possession of a valid driver license or driving privilege card

Preferred Qualifications:

Knowledge in real estate law and procedures.

Knowledgeable in various building codes and practices, residential and commercial.

Ability to read and understand technical data and manuals.

Knowledge of and experience with Federal grants, budget preparation, and administration.

Ability to speak Spanish or an additional language.

Working Conditions:

Comfortable working conditions, handling light weights, intermittent sitting, standing and walking.

Moderate exposure to stressful situations as a result of human behavior.

Intermittent exposure to hazards associated with construction sites.

Frequent travel required. May be required to attend various meetings/events during non-traditional working hours.
