About the Role

The Virginia Department of Elections is seeking a seasoned Project Manager to lead the implementation of the Statewide Voter Registration System (SVRS). This is a high-risk project that requires strict adherence to the requirements and a strong understanding of project management methodologies.

Key Responsibilities
  • Manage daily interactions with stakeholders, project team members, and ELECT staff.
  • Attend virtual and in-person project meetings, ensuring effective communication and collaboration.
  • Monitor project performance metrics and record data in CTP, adhering to the Commonwealth Project Management Standard.
  • Coordinate with the SVRS contractor project management team for all aspects of project performance.
  • Facilitate communication between the SVRS contractor PM team and ELECT staff, ensuring seamless collaboration.
  • Oversee the coordination of the SVRS project calendar, ensuring timely completion of tasks.
  • Conduct briefings on SVRS project status to internal and external audiences, including the Interagency Oversight Committee.
Requirements
  • Active Project Management Institute Project Management Professional (PMP) Certification.
  • Documented risk management experience.
  • Successful completion of a Category 1 or 2 Commonwealth of Virginia project of $5M or more or completion of a non-COV project with a value greater than $10M as PM of record.
  • Bachelor's degree in an appropriate field of study or equivalent work experience.
  • Familiarization with the Commonwealth Technology Portfolio is highly desirable.
  • Strong working knowledge of Microsoft Office Suite.
  • Excellent client-facing and internal communications skills, both written and verbal.
  • Solid organizational skills and attention to detail.
Preferred Qualifications
  • Experience with Commonwealth Project Management (CPM) methodologies in large-scale projects (greater than $10 million and medium to high complexity).
  • Active Project Management Institute (PMI) Project Management Professional (PMP) or PMI Agile Certified Practitioner (ACP) certification.
  • Documented risk management experience.
  • Bachelor's Degree in an appropriate field of study or equivalent work experience.
  • Review of PM qualification consistent with the VITA PMQR and CIO overview.
  • Familiarization with the Commonwealth's Technology Portfolio (CTP) tool Planview Enterprise One.
  • Strong working knowledge of Microsoft Office and Microsoft Project.
  • Self-starter with the ability to work with minimal direct supervision.
  • Excellent client-facing and internal communication skills.
  • Excellent written and verbal communication skills.
  • Solid organizational skills, including attention to detail and multitasking skills.
