Description: Key Responsibilities
Core Purpose
The Senior Project & Contracts Administrator is responsible for overseeing the administration of client contracts. This role leads the formulation of various agreements, contracts, and amendments for evaluation and endorsement. It involves tracking documentation throughout the contract lifecycle and maintaining comprehensive contract files, including sensitive information pertinent to regulatory proceedings and legal matters. The position also entails managing and resolving compliance issues related to contracts, including tracking milestones and performance metrics. Additionally, the administrator coordinates major equipment acquisitions and collaborates with the supply chain to ensure timely procurement and delivery of essential equipment to align with project timelines. The role supports project execution by engaging in project management activities to optimize resource utilization and adherence to schedules.
Essential Duties and Responsibilities
Oversees various Generation contracts.
- Directs the creation of agreements for Generation initiatives.
- Ensures compliance with contract terms and conditions according to established policies and regulations, advising the Project Manager and project team on relevant terms.
- Works with internal departments to mitigate contractual risks to the organization.
- Reviews transactions in accordance with contract stipulations.
- Addresses and resolves compliance issues, including performance tracking.
- Facilitates dispute resolution as necessary.
- Ensures all necessary approvals and documentation are obtained and maintained.
- Maintains awareness of compliance requirements and adheres to all relevant policies and regulations.
Manages procurement activities for major equipment related to Generation projects to guarantee the timely delivery of critical components.
- Develops and oversees bidding processes for significant equipment purchases.
- Collaborates with Project Managers on contracts, material procurement, and project scheduling.
- Engages with internal departments to minimize procurement risks.
- Evaluates bids to provide award recommendations.
- Coordinates with vendors, equipment suppliers, and manufacturers.
- Handles material requisitions and purchase order management.
Maintains necessary contract documentation, including a master database of all client contracts associated with project development, management, and closure.
- Facilitates audits, reconciliations, and contract expirations with Project Managers.
- Assists in reviewing project charges in line with contract terms.
- Maintains records of project scope, contract terms, invoices, and billing to support external audits post-project completion.
- Represents project development and management teams in major process improvement and technology initiatives.
- Recommends enhancements to project management processes and systems to boost efficiency and service quality.
- Evaluates existing business processes and seeks opportunities for operational improvements.
- Responds to data requests from internal and external stakeholders.
Assists in project planning, execution, and monitoring to ensure objectives are achieved.
- Supports Project Managers in developing and revising project schedules, work plans, and timelines.
- Helps coordinate project activities, including resource allocation, risk management, and stakeholder communication.
- Monitors project progress against milestones and deadlines, identifying potential delays and recommending corrective actions.
- Assists in preparing and updating project documentation, including scope, deliverables, and budgets.
- Facilitates team meetings, prepares agendas, and documents outcomes and action items.
- Supports project closure activities, including final reporting, audits, and documentation of lessons learned.
Analyzes and interprets relevant regulations from the PUCN, Federal Energy Regulatory Commission (FERC), and other industry standards, reporting potential impacts on organizational goals to management.
Ensures all compliance aspects of the role are understood and adhered to; complies with all applicable policies, codes, and regulations.
Performs related duties as assigned.
QualificationsEssential Education, Skills, and Environment
Education and Work Experience
A Bachelor's degree from an accredited institution in a relevant field and a minimum of 5 years of related experience. Candidates without a degree must possess at least 9 years of relevant work experience.
Specialized Knowledge and Skills
Demonstrated knowledge of:
- Business processes involved in the development, design, installation, and closure of Generation projects.
- Strategic planning and objectives of the organization, along with its policies and practices.
- Contract administration, analysis, and cost management.
- Financial information analysis.
- Development of equipment specifications and management of bidding processes for significant materials.
