General Overview

The Proposal Development Manager will oversee and generate responses to proposals (RFI, Sources Sought, RFP, etc.) while collaborating with a dedicated proposal team possessing the necessary service/product/business expertise to create an impactful proposal. Key responsibilities include establishing and executing all essential proposal protocols and methodologies, with a solid understanding of the Shipley proposal framework. This role demands strong networking capabilities and the ability to perform under pressure and tight deadlines.

Key Responsibilities

  1. Assume complete responsibility for intricate government proposals and bid preparations; analyze solicitations, formulate proposal strategies, and construct and manage outlines and timelines; identify gaps and winning themes to craft a successful bid.
  2. Track and communicate all amendments and changes to the solicitation.
  3. Assess and comprehend client needs for incoming Requests for Proposals (RFPs), Requests for Information (RFIs), Market Surveys, and Sources Sought.
  4. Engage and influence at a senior level, including the bid/no-bid decision-making process.
  5. Lead a team of assigned cross-functional personnel to ensure all elements of proposal submission are thorough; define proposal requirements, create outlines, and populate compliance matrices to guide volume leads and section authors.
  6. Develop and maintain a proposal calendar/timeline; gather and research information to include proposals, resumes, and project summaries.
  7. Coordinate the proposal effort; manage activities and ensure stakeholder timelines are adhered to, including a comprehensive color review of all proposals.
  8. Deliver compliant, professionally crafted proposals within client-defined deadlines.
  9. Prepare schedules for the proposal team (Red, Gold, White).
  10. Manage document templates and ensure alignment with company branding.
  11. Collaborate across departments to gather and compose proposal content, ensuring technical accuracy and adherence to company positioning.
  12. Responsible for direct proposal writing, coordination, and development efforts.
  13. Edit technical inputs for grammar and clarity; revise and enhance technical content prepared by other departments to ensure readability and compliance without altering the original intent.
  14. Lead post-proposal activities such as debriefs, kick-offs, and lessons learned.
  15. Provide clear, concise responses to customer inquiries or requests for clarification; maintain effective communication and relationship management within government contractors and subcontractors.
  16. Ensure quality assurance and compliance checks for all proposal deliverables.
  17. Track and report proposal win/non-win information to evaluate the effectiveness of our business development proposal process.
  18. Continuously enhance the proposal and marketing process through best practices. Conduct final quality control checks, including proofreading for grammar, RFP compliance, and adherence to established strategies and plans.

Qualifications

Basic Qualifications

  1. Comprehensive knowledge of Federal government contracts, RFI, RFP, SBIR, GSA, and FAR is essential.
  2. Experience in writing, managing, and coordinating proposals, requests for information, task order responses, and proposal schedule development, monitoring, and technical/non-technical data calls for Federal Government clients.
  3. Familiarity with Teaming Agreements, Non-Disclosure Agreements, and Joint Ventures.
  4. Strong skills in research, writing, proofreading, formatting, and editing related to Federal Task Orders, RFPs, RFQs, RFIs, and Sources Sought.
  5. Ability to collaborate effectively with stakeholders.

Experience/Education

  • Bachelor's degree from an accredited institution or equivalent experience.
  • A minimum of five (5) years of experience in Federal proposal/technical writing, RFP requirements, proposal writing, task order response preparation, and proposal schedule development and monitoring.
  • Excellent time management skills, attention to detail, and the ability to thrive in a fast-paced environment under strict time constraints.
  • Experience in capture management, business development, and proposal development may substitute for certain requirements stated above.
  • Demonstrated leadership and motivational skills to manage virtual support teams.
  • Ability to work independently or effectively as part of a team.
  • Capability to multitask, coordinate multiple proposals, and meet tight timelines/deadlines.
  • Adaptability to changing requirements and deadlines.
  • Experience in a dynamic environment, balancing strategic and tactical responsibilities.
  • Flexibility to work varied hours (nights, weekends, and holidays) to meet deadlines.
  • Previous experience managing large proposals in the federal government sector.
  • Proven ability to conceptualize and storyboard winning themes and proposal narratives.
  • Proficiency in Microsoft Office, including Word, PowerPoint, Outlook, and Excel, along with related web resources.
  • Working knowledge and experience in preparing budgets, schedules, and cost estimates; strong research skills with the ability to transform findings into clear, persuasive proposal text.
