As a key member of our procurement team, you will be responsible for assisting the Procurement Manager in planning, directing, and supervising activities in a centralized, computerized, municipal purchasing operation.

Key Responsibilities:
  • Assist in the planning, development, and implementation of procurement strategies and policies.
  • Provide technical expertise and guidance to procurement staff on complex purchasing activities, including bid specifications, contract compliance, and vendor management.
  • Assist in the preparation and evaluation of Requests for Proposals (RFPs) and other procurement documents.
  • Conduct pre-bid conferences and train other City departments on computerized purchasing methods.
  • Supervise and coordinate the work of procurement staff, including buyers and clerical employees.
  • Develop and maintain relationships with vendors and other stakeholders to ensure effective procurement practices.
  • Monitor and analyze procurement data to identify trends and areas for improvement.
Requirements:
  • Bachelor's degree in Public or Business Administration, Economics, Accounting, or a related field.
  • Advanced degree highly preferred.
  • Considerable progressively responsible experience in large-scale centralized, computerized purchasing of a variety of commodities, including the development and evaluation of RFPs.
  • Related supervisory experience required.
  • Government experience required.
  • Certification as a Public Purchasing Buyer (CPPB), Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM), Certified Commercial Contracts Manager (CCCM), or Certified Federal Contracts Manager (CFCM) highly preferred.
