Responsibilities

We are looking for a dedicated Capital Planning and Investment Control Analyst to support our government clients in achieving their objectives.

Our team provides Policy and Governance Support Services, along with advisory and assistance services to the Office of the Chief Information Officer (OCIO) for the National Nuclear Security Administration. This includes ensuring compliance with various government programs, developing and reviewing IT and Cyber Security policies, providing Cyber Security and IT Governance and Analysis, consolidating data, and offering Program and Project Management Support and Oversight. Additionally, we oversee Capital Planning and Investment Control (CPIC) and conduct Financial Execution Analysis for all OCIO investments. Our services also involve managing communications for the OCIO and engaging proactively with stakeholders.

The Analyst will collaborate with project/program managers, technical staff, and federal clients on Capital Planning and IT Portfolio Management at the National Nuclear Security Administration (NNSA) OCIO. This role requires initiative and adaptability in a dynamic environment.

Duties, Tasks & Responsibilities

  • Maintain accurate records of all IT investments across the NNSA, including cybersecurity initiatives.
  • Utilize the IT reporting system to manage investment reporting, assist managers, and update budgets.
  • Break down IT costs according to Technology Business Management (TBM) taxonomy.
  • Review A-11 guidance from OMB and understand necessary requirements.
  • Submit Annual/Pre-Decisional and Passback/Presidents IT Budget data to OMB to ensure compliance with all reporting requirements.
  • Implement data migration, reconciliation, visualization, and dashboarding for budget processes.
  • Monitor budget commitments, obligations, and expenditures.
  • Assist in managing the OCIO cybersecurity and IT budget tool.
  • Support the Planning, Programming, Budgeting, and Evaluation (PPBE) process.

Qualifications

Required Experience, Education, Skills & Technologies

  • Bachelor's Degree or equivalent experience.
  • 5 years of relevant Capital Planning experience.
  • 5 years of financial/budgeting experience.
  • Strong quantitative skills with a comfort in analyzing and synthesizing budget and program data.
  • Knowledge of the ITPfM/CPIC process, techniques, and governing laws.
  • Experience with the OMB budget formulation and execution process.
  • Ability to collaborate effectively with clients to determine requirements and execute plans efficiently.
  • Willingness to travel (0-5%).
  • Active US Citizenship (no dual citizenship).
  • Full-time, on-site availability required.

Security Clearance Level

Must be able to obtain a DoE "Q" level clearance.

Work Schedule

Full-time, on-site availability required.

Preferred Certification:

TBM - Technology Business Management.
