About the Department

The Homelessness Prevention Administration (HPA) is committed to ensuring that New Yorkers remain in their homes. Collaborating with the Department of Homeless Services (DHS), the NYC Housing Authority (NYCHA), and various organizations and city agencies, HPA assists families and individuals in securing and maintaining stable, affordable housing.

Position Responsibilities

The HPA/Rental Assistance Unit/Legal Services (RAU) is looking to fill two (2) positions for Associate Benefits Opportunity Specialists II, functioning as Rental Assistance Case Consultants. Key responsibilities include:

  • Evaluating requests for rent arrears and other housing-related emergencies, including exceptions to policy from Family Independence Administration (FIA) Benefits Access Centers (BAC).
  • Assessing requests for exceptions to policy from BACs, Legal Aid, Legal Services, and Community-Based Organizations (CBO).
  • Reviewing submissions from legal providers and authorizing payments for assistance with rent arrears and other emergency housing-related grants.
  • Processing payment authorization requests for rent arrears to avert eviction.
  • Proposing alternatives to maintain housing for both public and non-public assistance individuals and families.
  • Intervening in emergency situations to prevent eviction and maintaining chronological logs of activities to document case outcomes in the Rental Assistance Database (RAD).

Work Schedule

Various schedules are available, including 9 AM to 5 PM and 10 AM to 6 PM.

Qualifications

1. A four-year high school diploma or its educational equivalent, along with three years of full-time satisfactory experience in social/human services or a related field, providing:

  • a) Client services.
  • b) Employment planning/counseling services, which involve job development, skills assessment, and employment placement or other economic opportunity programming.

2. A baccalaureate degree from an accredited college, plus eighteen months of full-time satisfactory experience as a Benefits Opportunity Specialist; or

3. A baccalaureate degree from an accredited college, plus eighteen months of full-time satisfactory experience in a related capacity as described above.

4. College credits from an accredited institution may substitute for this experience on a basis of 60 semester credits for 9 months of the described work experience. However, all candidates must possess at least 18 months of full-time satisfactory experience as a Benefits Opportunity Specialist or in social/human services work as outlined above.
