As a Senior Housing Litigation Attorney for the City of New York, you will play a pivotal role in ensuring compliance with housing regulations and advocating for tenant rights.

Your Team:

The Office of Enforcement and Neighborhood Services (OENS) collaborates with various divisions and community partners to identify distressed properties and implement effective strategies for improvement. OENS utilizes a range of enforcement tools to ensure adherence to legal and regulatory standards.


Your Contribution:

The Housing Litigation Division (HLD) is responsible for initiating legal action against property owners to uphold housing standards as outlined in the New York City Housing Maintenance Code and New York State Multiple Dwelling Law.

HLD seeks to obtain orders for violation corrections, civil penalties, and other legal remedies to protect tenant rights and improve living conditions.


Your Responsibilities:
  • Act as a Senior Staff Attorney representing HPD in Housing Court and, when necessary, in Supreme Court.
  • Manage complex litigation cases that involve significant financial and policy implications related to housing maintenance and tenant harassment.
  • Conduct negotiations on behalf of the agency, addressing disputes between landlords and tenants.
  • Draft and review intricate legal documents, including briefs, motions, and affidavits pertaining to housing code violations.
  • Prepare for and conduct trials, including witness interviews and evidence collection.
  • Evaluate cases for merit and provide recommendations through detailed memoranda.
  • Assist the Supervising Attorney with administrative duties within the unit.
  • Oversee junior attorneys, providing guidance on legal matters and case management.
  • Collaborate with the AHU team to identify potential litigation targets.
Qualifications:
  • Must be admitted to the New York State Bar.
  • One year of relevant legal experience post-admission or six months of satisfactory service as an Agency Attorney Intern.

To qualify for higher assignment levels, candidates must demonstrate additional years of experience in relevant legal areas.
