We are currently seeking a qualified individual for the position of Waste Management and Recycling Coordinator within our Utilities Department/Environmental Programs Division.

Under general supervision, this role involves overseeing and managing various solid waste and recycling initiatives, emphasizing recycling, organic waste, waste management, and hazardous waste as required; coordinating efforts with other departments, external agencies, and the community; supervising personnel and providing comprehensive support to the Utility Environmental Programs Manager.


Key Responsibilities:

Manage the organization, staffing, and operational functions for solid waste, recycling, waste reduction, and other related environmental initiatives.

Engage in the formulation and execution of goals, objectives, policies, and priorities; recommend and implement the resulting policies and procedures.

Direct, coordinate, and assess the work plan for assigned solid waste and recycling program services; assign tasks and projects; monitor workflow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve issues.

Plan, organize, manage, and administer activities related to compliance with the City's recycling and waste reduction mandates; conduct annual rate assessments; oversee relevant contracts; perform outreach and educational initiatives; collaborate with internal city departments; manage collection events; complete annual reporting; administer grants; and handle customer service inquiries.

Select, train, motivate, evaluate, or advise personnel involved in recycling and waste reduction programs; work with employees to identify and rectify program deficiencies.

Participate in the development and management of the assigned program budget; forecast necessary funds for staffing, materials, programs, and supplies; recommend adjustments as needed.

Oversee and coordinate enforcement initiatives for ordinances and regulations related to edible food recovery and recycling programs; provide technical assistance to businesses regarding edible food recovery and organic recycling tailored to their specific needs.

Ensure compliance with internal operating procedures, as well as state and federal regulations related to recycling and waste management; draft and/or revise internal department procedures as necessary to enhance practices and ensure compliance while delivering a high level of customer service.

Provide training and instruction to subordinate staff in sampling and inspection techniques, as well as applicable laws, codes, ordinances, and procedures governing the implementation and enforcement of environmental regulations.

Oversee the investigation of issues, complaints, and violations of relevant regulations and codes.
Coordinate assigned activities with those of other departments and divisions, as well as external agencies and organizations.

Supervise recycling, organic waste, hazardous waste monitoring, and related activities; interpret applicable legislation as it pertains to the recycling and waste reduction program and other environmental initiatives.

Manage the City's recycling, organic waste, hazardous waste management, and other environmental programs as assigned; coordinate referrals to and monitor responses from external regulatory agencies; provide technical assistance to city departments, divisions, and the business community.

Monitor and track franchise hauler program compliance; oversee and coordinate fee and rate assessments and customer rate notifications, as required by applicable regulations; act as a liaison between franchise waste haulers and the City.

Develop public education materials and programs to inform the community about recycling, waste reduction, and waste management.

Draft and evaluate bid specifications and submissions for professional services contracts; oversee complex projects, including consulting professional staff as necessary.

Participate in professional group meetings; stay informed about new trends and innovations in environmental compliance; represent the City and division at various meetings and conferences; participate and serve on industry-related committees.

Collaborate with other departments and divisions, as well as franchise waste haulers, to develop and maintain program databases.

Keep department management informed about the status of department programs and the ability to meet regulatory requirements; monitor and ensure compliance with all applicable laws and regulations.

Organize and provide data for annual reports and/or on-site regulatory audits; prepare annual compliance reports; communicate with regulatory agencies; prepare complex reports, memos, and correspondence.

Prepare and deliver formal and informal presentations to internal staff, external organizations, city council, commissions, boards, and community members.

Perform related duties as required.

Qualifications Knowledge of:
Local, state, and federal statutes, codes, and regulations related to recycling, organic waste, hazardous waste, and other environmental programs.
Operational characteristics, services, and activities of assigned environmental program areas.
Pertinent federal, state, and local laws, codes, and regulations.

Modern principles and practices of environmental protection applicable to hazardous materials or waste, solid waste, and recycling, including organic waste.

Principles of supervision, training, and performance evaluation.
Inspection, investigation, or code enforcement principles and practices.
Solid waste recycling programs.
California laws affecting recycling.
The economy and market of recycled materials.
Current issues in recycling.
Public relations and public speaking.
Grant administration and budget tracking.
Contract administration.
Principles and practices of record keeping and records management.
Methods and techniques of data collection, research, and report preparation.
Modern office procedures, methods, and equipment including computers and various software packages.
Organization and operation of municipal government.

Ability to:
Supervise, organize, and review the work of assigned staff involved in designated program areas.
Coordinate and direct environmental compliance and stormwater inspection program services and activities.
Participate in the selection, training, and evaluation of assigned staff.
Recommend and implement goals, objectives, policies, and procedures for providing assigned services and activities.
Exercise sound judgment to determine compliance with existing laws and regulations in the recycling and waste reduction program.
Review documents and reports for completeness and accuracy.

Perform a full range of responsible advanced professional level analytical, programmatic, and administrative duties in support of assigned programs, functions, and/or department involving the use of independent judgment and personal initiative.

Conduct accurate and thorough research and prepare clear, complete, accurate, and concise analysis, reports, and recommendations.

Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.

Utilize computer applications to assist in performing duties, such as word processing, spreadsheets, database, and presentation applications.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Communicate clearly and concisely, both orally and in writing.

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in environmental science, environmental resource conservation, public administration, business administration, or a related field.


Experience:

Four years (full-time equivalent) of responsible program administration experience in environmental science, environmental compliance, resource conservation, waste management, or a related field, including one year of administrative and/or lead supervisory experience.


License or Certificate:
Possession of an appropriate, valid Class C driver's license.
