JOB SUMMARY

The Senior IT Project Management Specialist oversees intricate projects from inception to completion. This role acts as a liaison among project participants, interdisciplinary teams, external partners, and other stakeholders to ensure that deliverables, requirements, timelines, costs, and meeting agendas are effectively communicated in support of organizational objectives.

ESSENTIAL FUNCTIONS

  • Serve as a Subject Matter Expert (SME) in IT project management, providing comprehensive support while adhering to established project management standards and guidelines.
  • Oversee all facets of the development and execution of assigned multi-agency or enterprise-level initiatives, securing necessary approvals and demonstrating project viability.
  • Manage a diverse range of IT projects, including large-scale infrastructure projects, enterprise service initiatives, IT communication/networking efforts, and software/hardware enhancement projects.
  • Develop and maintain complex project and program plans, offering technical guidance on critical paths and establishing milestone development.
  • Facilitate project meetings and ensure thorough documentation, including briefings, reports, and analytical tracking.
  • Establish criteria for assessing programs, proposals, and other relevant information associated with project assignments.
  • Plan project phases, define project scope and objectives, and initiate, manage, and monitor progress to meet deadlines, standards, and budgetary targets.
  • Create detailed work plans, schedules, project estimates, resource allocations, and status updates.
  • Engage with all stakeholders impacted by the project, including end users and client services at all levels of the organization.
  • Develop project controls and risk management strategies.
  • Oversee vendor task integration, monitoring and reviewing vendor outputs to ensure compliance with quality standards.
  • Establish key performance indicators (KPIs) to measure progress towards achieving project management goals.
  • Travel may be required as part of project responsibilities.

EDUCATION AND EXPERIENCE

  • Bachelor's or Master's degree in a business or IT-related discipline.
  • A minimum of 10 years of IT project management experience with a Master's degree or 12 years with a Bachelor's degree.
  • 14 years of IT project management experience may be considered in lieu of a degree (Government Waiver Required).
  • Project Management Professional (PMP) certification is required, with at least 5 years of experience post-certification.
  • Additional certifications in ITIL, ITSM, Agile, SCRUM, or related fields are preferred.
  • Must possess a TS/SCI security clearance.
  • Experience within the military sector is highly desirable.

Knowledge:

  • Comprehensive understanding of project management methodologies, including Kanban, Scrum, and Agile.
  • Advanced knowledge of project management principles and methodologies specific to the industry.
  • Expertise in risk management, quality assurance, and resource allocation strategies.
  • Familiarity with regulatory requirements and compliance standards relevant to managed projects.
  • Proficient in problem-solving techniques and data analysis.
  • In-depth knowledge of project management tools and software.
