Position Summary

We are looking for a Procurement Specialist to fill a full-time, hybrid role supporting a Federal client. The ideal candidate will play a crucial role in assisting Government procurement teams in acquiring necessary products and services.

Key Responsibilities

Contract Lifecycle Support

Provide expert advice and documentation support throughout the contracting lifecycle, including:

  • Pre-Award Support (80%)
    • Assist program teams in defining requirements for services and products aligned with operational goals.
    • Conduct business analysis to identify standard procurement practices in various sectors.
    • Perform research and offer procurement strategies to enhance acquisition approaches, including contract vehicles and competition criteria.
    • Develop strategies for performance-based contracting.
    • Oversee the creation and management of justification documents and approvals required for pre-award contracts.
    • Conduct comprehensive market research.
    • Provide guidance on source selection processes.
  • Post-Award Support (20%)
    • Draft task orders, contract modifications, and other necessary contract actions to facilitate program operations.
    • Consult on program management reviews, performance monitoring, and contract oversight activities.
    • Support contracting officer representatives in managing expenditures and tracking deliverables.
    • Assist finance professionals in ensuring proper de-obligations.
    • Facilitate contract closeout processes.

Contract Documentation Management

Provide necessary support to contracting officers in maintaining both physical and electronic records of all contracting documents in compliance with the Federal Acquisition Regulation (FAR) and local guidelines.

Qualifications

  • A minimum of six (6) years of experience in military or civilian federal contracting.
  • Proven experience in both pre-award and post-award contracting actions.
  • Comprehensive understanding of federal contracting processes.
  • Experience with the Federal Procurement Data System (FPDS) for recording contract actions.
  • Familiarity with the System for Award Management (SAM) for vendor verification.
  • Proficient in Microsoft Office Suite, especially MS Word and Excel.

Education and Certifications

  • Top Secret Clearance Required.
  • Bachelor's Degree or equivalent experience in federal contracting.
  • Advanced proficiency in Microsoft Office Suite, particularly MS Word and Excel.

Preferred Qualifications

  • Master's Degree in Business Administration (MBA) or Certified Federal Contracts Manager (CFCM) certification.
  • Defense Acquisition Workforce Initiative Act (DAWIA) Contracting Level II or Federal Acquisition Certification in Contracting (FAC-C) Level II.
  • Experience with the Unified Financial Management System (UFMS) for contract writing.
