Job Summary
The Metropolitan Water Reclamation District of Greater Chicago seeks a highly skilled Human Resources Manager to lead the development and implementation of human resources programs and policies. This key role will direct major human resources programs, including classification and compensation, employee benefits, examination development, application intake and review, recruitment, performance management, new employee orientation and on-boarding, employee and labor relations, and employee development.
Key Responsibilities
- Direct and manage the procurement activities for an assigned section, including managing the request for proposal process, making vendor recommendations, and administering vendor contracts.
- Develop and administer the budget for an assigned section.
- Evaluate program results, conduct special studies, identify problems, and recommend solutions, and prepare reports.
- Coordinate activities with other sections to achieve departmental objectives.
- Assign, supervise, and review work; ensure staff compliance with District policies and procedures, including Personnel Rules and Administrative Procedures; complete performance reviews; address employee complaints and grievances; and may recommend employment actions such as hiring, transfer, suspension, promotion, or discharge.
Requirements
The ideal candidate will have a bachelor's degree in human resources administration or a related field and six years of technical human resources experience, with two years at a level above the journeyman level and three years in the public sector. Additional technical human resources experience may be substituted for the required education on a year-for-year basis. Graduate study in human resources administration or a closely related area may be substituted for the non-specialized experience on a year-for-year basis.
Preferred Qualifications
Civil service status as a Senior Human Resources Analyst and one year of service with the District as a Senior Human Resources Analyst are preferred qualifications.
