Job Summary


Join the Texas Department of Insurance as an Attorney III in the Office of Financial Counsel, General Counsel Division. In this role, you will perform highly complex legal work, researching and analyzing state and federal laws and regulations, advising clients on complex matters, and drafting legal opinions, memoranda, briefs, contracts, and reports.


About the Role


As an Attorney III, you will work closely with the Office of Financial Counsel to provide legal support and advice to client program areas, interact with outside counsel on interpretation and application of state and federal laws and regulations, and coordinate legal and administrative activities.


Responsibilities


Responsibilities include:



  • Researching and analyzing state and federal laws and regulations, orders, pleadings, and other documents.
  • Providing legal support and advice to client program areas and interacting with outside counsel on interpretation and application of state and federal laws and regulations.
  • Directing, organizing, and coordinating legal and administrative activities.
  • Attending, participating, presenting, and leading in virtual and in-person meetings with staff and external stakeholders.
  • Coordinating, advising, and drafting legal opinions, memoranda, briefs, contracts, pleadings, and reports.
  • Briefing executive management and the commissioner on legal issues.
  • Planning and presenting internal training to staff and attorneys.
  • Reviewing legislation, drafting bills, and advising and working on agency implementation projects.
  • Coordinating case preparation for court hearings and representing the agency in hearings. Assisting the Attorney General's office in preparing cases for litigation. May assist in analysis of evidence and the development and assembly of evidence for pleadings.
  • Working with industry stakeholders and program staff on complex transactions and performing regulatory duties.
  • Assisting agency staff with analyzing documents and filings to determine if filings comply with statute and rules.

Requirements


To be considered for this role, you must have:



  • A Juris Doctor (J.D.) or comparable advanced legal degree from an accredited law school.
  • A valid Texas law license and membership in good standing with the State Bar of Texas.
  • At least 3 years of legal research and writing experience on complex technical issues, with experience advising clients on complex matters.
  • Excellent legal research, writing, and analysis skills, with the ability to interpret state and federal laws and apply them to novel legal problems.

Preferred Qualifications


Prior experience in regulatory or administrative law, insurance or other regulatory compliance, information sharing agreements, and confidentiality is highly desirable. Experience working with or for organizations or agencies with multiple layers of management is also a plus.
