Transportation Project Engineering Lead

Overview: This role encompasses engineering responsibilities at the project level, focusing on roadway, highway, and site design, including grading, stormwater management, and parking lot layout. The Technical Lead is expected to thrive in a dynamic environment, collaborating across various disciplines and project types while embracing innovative and adaptable project strategies.

Key Responsibilities:

General Project Engineer Duties:

  1. Oversee the preparation and guidance of team members in developing project-related design documents, including comprehensive plans, specifications, and estimates for bidding and construction.
  2. Provide professional certification (i.e., stamp and signature) for bidding and construction documentation, as well as reports and calculations produced under supervision.
  3. Engage in effective communication with team members and stakeholders.
  4. Facilitate coordination with relevant agencies.
  5. Perform calculations and assist in making necessary revisions.
  6. Utilize CAD and other design software proficiently.
  7. Market services and attract new clients or project contracts.
  8. Manage time effectively while tracking project scope, schedule, and budget.
  9. Participate in ongoing education through seminars, workshops, and relevant readings.

Technical Lead Responsibilities:

  1. Direct the design and project coordination for significant and unique projects for local agencies.
  2. Conduct civil engineering design tasks related to municipal public works and land development projects.
  3. Manage internal communication among team members.
  4. Support and guide designers and technical staff in developing construction documents, preparing technical reports, and coordinating with subconsultants.
  5. Represent Emerio in professional organizations and events.

Qualifications: To excel in this position, candidates must demonstrate the ability to perform essential duties effectively. The qualifications outlined below represent the necessary knowledge, skills, and abilities required for success.

Education/Experience: A bachelor's degree from an accredited institution and a minimum of eight years of relevant experience, or an equivalent combination of education and experience.

Specific Experience: Desired experience includes working with consulting firms on state and local agency PS&E and/or land development projects from initial application to final engineering, along with familiarity with AASHTO, MUTCD, and local agency design standards.

Language Proficiency: Ability to read, analyze, and interpret business publications, professional journals, technical procedures, and governmental regulations. Capable of writing reports, business correspondence, and procedural manuals, as well as effectively presenting information and responding to inquiries from various stakeholders.

Reasoning Skills: Ability to solve practical problems and navigate various concrete variables in situations with limited standardization. Capable of interpreting a variety of instructions in written, oral, diagram, or schedule form.

Technical Skills: Proficiency in Microsoft Office, spreadsheet software, design software (such as AutoCAD Civil3D and/or MicroStation and InRoads), internet applications, and project management software.

Licenses and Certifications: A valid driver's license is required. Candidates must possess a professional engineering license certified by either the State of Washington or the State of Oregon, with the ability to obtain licensure in both states within six months of hire. Good standing with the Oregon State Board of Examiners for Engineering and Land Surveying (OSBEELS) and/or the Bureau of Registration for Professional Engineers and Land Surveyors (BRPELS) is essential.
