Responsibilities:


The team member will be expected to leverage their knowledge and experience to ensure that policy decisions, procedures, and operations align with the standards set by Mission Support and Test Services (MSTS) and Department of Energy (DOE) regulations, as well as federal and state laws.

They must also demonstrate independent judgment, creativity, and initiative to assess alternative problem-solving methods for leadership consideration.

Key Responsibilities

1. Develop, coordinate, and assist in the implementation of site, facility, and project-specific security plans, policies, and procedures.

2. Aid in the establishment of Security Areas.

3. Collaborate with Technical Analysts to create and revise Security Analyses.


4. Assume primary responsibility or assist in a secondary capacity to provide facility security representative services, including duties related to Foreign Ownership, Control and Influence, Facility Clearance Level, and Lock and Key Control Officer responsibilities.


5. Represent the Security Planning & Operations Section in meetings and consultations with customer representatives, governmental security agencies, and industry partners.


6. Accept individual responsibility and accountability while adhering to established regulations and procedures for environment, safety, health, and quality, performing duties in a manner that ensures personal safety and the safety of others.

Promptly report or rectify any hazards or potential hazards to supervision.


7. Assist in the development of security documentation, ensuring compliance with DOE Order requirements, including the Site Security Plan, security incident response plans, and project execution orders.


8. Contribute to the formulation of security strategies for Strategic Partnership Programs, as well as those outlined in emergency response plans (hazardous material spills, radiological incidents, fires, general evacuations) that address new requirements, rectify identified vulnerabilities, and meet temporary protection needs.


9. Collaborate with NNSS contractor security personnel in joint ventures with stakeholders, such as the Technical Analysis Section, when devising protection strategies (e.g., SIRPs, performance tests) and implementing plans for responses to security incidents, hazardous material accidents, radiological incidents, fires, and other emergencies.

Perform additional duties as assigned by Management.

Qualifications:


1. Bachelor's degree in a relevant field or equivalent training and experience, coupled with a minimum of 5 years of progressive related experience.

2. Must possess a Q-clearance.

3. Capable of working independently on Safeguards and Security program objectives and strategies, and formulating strategies for operational improvements.


4. Skilled in developing and maintaining relationships with all levels of employees, customers, outside agencies, and various personnel within parent organizations, DOE/HQ, DOE/NNSA, and other entities, including Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia, as necessary to facilitate the achievement of Security & Emergency Services program objectives while ensuring confidentiality.

5. Ability to prioritize and schedule multiple activities efficiently and meet deadlines.


6. Attention to detail and accuracy is essential to ensure compliance with DOE and MSTS regulations, procedures, and federal and state laws.


7. Must possess planning and organizing skills, initiative, and the ability to employ independent judgment to ensure timely and efficient completion of requirements.


8. Excellent interpersonal communication skills are necessary to effectively interface with all levels of management, DOE security personnel, and outside agencies.

9. Must be able to comprehend complex data, terminology, procedures, laws, and regulations.


10. Capable of utilizing independent judgment, creativity, and initiative to assess alternative problem-solving methods and ensure efficient completion of requirements.


The primary work location will be at the Nevada National Security Site. The work schedule will be 4/10s, Monday through Thursday (subject to change).

A pre-placement physical examination, including a drug screen, is mandatory. MSTS enforces a substance abuse policy that includes random drug testing.

Must possess a valid driver's license.


MSTS is required by DOE directive to conduct a pre-employment drug test and background review, which includes checks of personal references, credit, law enforcement records, and employment/education verifications.

Applicants offered employment with MSTS will also undergo a federal background investigation to meet the requirements for access to classified information or materials if the duties of the position necessitate a DOE security clearance.

Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct, or other indicators of untrustworthiness may result in the denial or termination of a clearance by DOE, which could lead to the inability to perform assigned duties and subsequent termination of employment.

Additionally, applicants must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship and a minimum age of 18. Reference, "Personnel Security". Holding multiple citizenships may impact the ability to obtain a security clearance.

Department of Energy Q Clearance (position will be cleared to this level).

Reviews and tests for the absence of any illegal drugs, as defined in "Workplace Substance Abuse Programs at DOE Sites," will be conducted.

The selected applicant will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified materials.

Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference, "Counterintelligence Evaluation Program."

Starting salary is determined based on the position market value, the individual candidate's education and experience, and internal equity.
