Job Summary

This position is for the Office Head, Office of International Science and Engineering (OISE) in the Office of the Director (OD) at the National Science Foundation.

Key Responsibilities
  1. Establishes policies and provides strategic advice to NSF leadership on a wide range of scientific and policy matters relevant to the mission of the Foundation in the context of global science leadership, partnerships, and opportunities.
  2. Coordinates and integrates international science and engineering programs and activities throughout NSF and with other agencies, domestic and international.
  3. Manages a range of international programs and activities that are responsive to promising opportunities presented by the global science and engineering research and education enterprise.
  4. Coordinates NSF's formal science and engineering relations with countries throughout the world.
  5. Fosters partnerships with other Divisions, Directorates, Federal agencies, scientific organizations, and the academic community.
Requirements
  • One year probationary period required for all new Career SES appointments.
  • Requires an Executive Branch Personnel Public Financial Disclosure OGE-278.
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.

Mandatory Technical Qualifications
  1. Broad understanding of universities and other academic institutions of higher education where STEM research and/or education research is conducted.
  2. Broad understanding of and experience with both the U.S. and international academic scientific/engineering and education research community and in-depth working knowledge of the science and technology policy organizations of the U.S. Government.
  3. Skill in changing and balancing complex and diverse program demands and available resources in response to major advances or changing needs of science and engineering research technology and demonstrated ability to exercise sound professional judgement that build on the expertise and knowledge of researchers and educators in several disciplines to develop solutions to important crosscutting global research and education problems.
Desired Qualifications
  1. Education, strongly preferred at the Ph.D. level, or equivalent professional experience or combination of both in a field of science, technology, engineering, or mathematics (STEM), and demonstrated leadership experience in promoting and implementing STEM research or education policies in the global context.
  2. Ability to represent a major U.S. organization involved in international science and engineering cooperation. Demonstrated diplomatic skill in working with high level officials and complex issues in both domestic and international settings.
