Position Overview

Under the general supervision of the Director of Engineering and Facilities, the Lead Engineering Specialist oversees the Engineering Division, coordinating and supervising all engineering functions, including special projects, inspections, technical services for development initiatives, and planning, design, construction, and technical support for operational and maintenance activities.

Key Responsibilities

1. **Project Management**: Plan, assign, and review the work of engineers, consultants, and technical personnel engaged in the analysis and study of engineering challenges and projects. Manage complex engineering initiatives, identify critical issues, and outline project scopes.

2. **Collaboration**: Work closely with the Water Operations Department to ensure compliance with regulations; coordinate staff projects and review activities related to process improvements and new materials/equipment.

3. **Contract Management**: Direct and participate in the development, negotiation, and administration of consultant contracts while managing and monitoring consultant work.

4. **Technical Services**: Oversee technical services functions and provide guidance on development services activities, including plan checks and utility notifications.

5. **Representation**: Represent the department in multi-departmental work groups and at conferences or public hearings with governmental agencies and professional associations.

6. **Design and Construction Oversight**: Supervise the preparation of designs, construction drawings, specifications, and reports for District facilities, ensuring adherence to safety and health policies and state and federal regulations.

7. **Employee Development**: Interview and recommend candidates for positions, establish performance expectations, and oversee employee development and evaluations.

Qualifications

**Knowledge and Skills**:
  • Expertise in civil engineering principles and project management.
  • Understanding of contract administration and personnel management practices.
  • Proficiency in design and construction methodologies for water/wastewater systems.
  • Familiarity with federal, state, and local laws related to water/wastewater operations.

Abilities:
  • Plan and direct engineering activities effectively.
  • Facilitate teamwork and consensus-building.
  • Prepare clear technical reports and deliver presentations.
  • Analyze engineering problems and provide viable solutions.

Physical Requirements:
  • Ability to read fine print and communicate effectively.
  • Capability to lift and carry up to twenty-five pounds.
  • Willingness to travel to various sites as needed.

Education and Experience:
A bachelor's degree in engineering or a related field, along with six years of relevant experience in water/wastewater systems and three years in project management. A valid California class C driver's license and registration as a Professional Civil Engineer are required.
