Position Overview

Under the general oversight of the Customer Service Operations Supervisor, the Lead Field Operations Specialist is responsible for strategizing, organizing, and executing the tasks of field representatives engaged in diverse technical field operations. This role supports the delivery of potable and recycled water services, ensuring the efficiency of reading cycles, resolution of customer inquiries, and the accuracy of meter readings and reports.

The Lead Field Operations Specialist may be required to work during non-standard hours, extended on-call periods, and during emergency situations. Responsibilities may include responding to alarms, customer service requests, and managing service turn-off/on operations.

Key Responsibilities

1. Acts as a team leader, providing guidance, training, and information on assigned tasks performed by the team; oversees, reviews, and participates in the work of Field Operations Technicians, including but not limited to meter repairs, inspections, and installations.

2. Plans, prioritizes, schedules, and coordinates routine and emergency field operations, meter readings, repairs, inspections, and preventive maintenance tasks; prepares necessary documentation and assembles required materials and equipment.

3. Trains team members on the use of computerized systems for meter reading, customer service, field maintenance, and troubleshooting.

4. Maintains accurate written and electronic records; prepares reports for management as necessary.

5. Supervises the section in the absence of the Supervisor.

6. Coordinates work assignments with other departments and makes recommendations for operational improvements.

7. Ensures that the work environment, including the yard, shop, vehicles, and equipment, is maintained in a clean and organized manner.

Qualifications

Knowledge and Skills:
  • Expertise in meter maintenance, testing, inspection, and replacement;
  • Familiarity with water service equipment;
  • Understanding of customer service principles and practices;
  • Knowledge of water conservation techniques and leak detection methods;
  • Basic computer proficiency and record-keeping skills;
  • Awareness of safe work practices;
  • Effective training and leadership abilities;
  • Basic project management skills.
Abilities:
  • Plan, schedule, and coordinate work effectively;
  • Maintain accurate records and reports;
  • Investigate and resolve technical issues related to water services;
  • Utilize GIS, GPS, and other relevant software;
  • Operate office equipment and various software applications;
  • Evaluate and recommend improvements to operational procedures;

  • Communicate effectively with team members and the public;
  • Follow instructions and comprehend technical terminology;
  • Operate mechanical equipment and vehicles;
  • Provide effective training and direction to staff;
  • Read and interpret technical documents and schematics;
  • Adhere to safety and health policies.
Physical Requirements:
  • Ability to operate safety equipment and follow safety protocols;
  • Physical strength and endurance for manual labor;
  • Visual acuity for reading data and operating equipment;
  • Effective communication skills;
  • Manual dexterity for using tools;
  • Capability to lift and carry heavy materials;
  • Ability to navigate various terrains.
Training and Experience:

Any combination of training and experience that demonstrates the necessary knowledge and skills to perform the job effectively. Typically includes:

Education: High school diploma or equivalent required.

Experience: Minimum of two years in customer service or field service roles, with at least one year as a Field Operations Technician or similar experience in potable water systems.

Certifications: Valid California class C driver's license and a State of California Grade III Water Distribution Operator Certification are required. Additional certifications are desirable.
