Department: Engineering & Facilities

Position Overview

Under the general supervision of the Director of Engineering and Facilities, the Lead Engineering Specialist oversees the Engineering Division, ensuring the coordination and supervision of all engineering functions. This includes managing special projects, conducting inspections, providing technical services for development initiatives, and offering planning, design, construction, and operational support.

Key Responsibilities

1. **Project Management**: Plan, assign, and review the work of engineers and technical staff involved in complex engineering projects. Identify critical engineering challenges and outline project scopes.

2. **Collaboration**: Work closely with the Water Operations Department to ensure compliance with regulations. Coordinate staff projects and review project statuses and schedules.

3. **Contract Management**: Direct and engage in the development, negotiation, and administration of consultant contracts, ensuring effective monitoring of consultant work.

4. **Technical Services**: Manage technical services functions, providing guidance on development services such as plan checks and utility notifications.

5. **Representation**: Act as a representative for the department in multi-departmental work groups and public hearings, providing technical insights and support for outreach programs.

6. **Design Oversight**: Oversee the preparation of designs, construction drawings, specifications, and reports for various District facilities, including water distribution and treatment systems.

7. **Construction Management**: Supervise construction management and inspection activities, ensuring compliance with specifications and regulations.

8. **Policy Development**: Develop and implement goals, objectives, and procedures for the division, participating in the formulation of departmental policies.

9. **Safety Compliance**: Ensure adherence to safety and health policies, conducting training and evaluations of worksite safety conditions.

10. **Employee Development**: Interview and recommend candidates for positions, establish performance expectations, and oversee employee evaluations and development plans.

Qualifications

1. **Education**: Bachelor's degree in engineering or a related field accredited by the Accreditation Board for Engineering and Technology.

2. **Experience**: Minimum of six years of progressively responsible experience in water and/or wastewater systems, including three years in project management with supervisory responsibilities.

3. **Licenses**: Valid California class C driver's license and registration as a Professional Civil Engineer in California.

4. **Desired Certifications**: Project Management certification and coursework in CEQA regulations.
