Overview of Responsibilities

This position is designed to deliver comprehensive project oversight, operational guidance, design, procedural support, inspection, and engineering assistance for a diverse range of municipal engineering initiatives and programs.

KEY FUNCTIONS & DUTIES

The following duties and responsibilities are representative of the core functions performed by individuals in this role. Employees may be assigned additional job-related tasks beyond those explicitly outlined here.

  • Acts as the primary project manager for engineering assignments; supervises and evaluates the work of contracted engineering professionals.
  • Plans and develops infrastructure projects including roadways, sewage systems, highways, water treatment facilities, and building constructions; determines project scope and requests necessary surveys and soil assessments; calculates quantities and cost estimates for projects.
  • Drafts specifications and contract documents; performs complex calculations; prepares time and material cost assessments.
  • Conducts inspections and oversees the evaluation of street, sewer, highway, water treatment, and distribution systems, as well as building projects; reviews contractor payment requests.
  • Serves as a liaison with consulting engineers, contractors, suppliers, other municipal departments, and governmental agencies regarding technical issues related to assigned projects.
  • Provides leadership to junior engineers, drafters, and engineering support staff in developing plans, writing specifications, conducting preliminary and construction layout surveys, and inspecting ongoing construction for compliance with plans and quality standards.
  • Manages specific programs related to the assigned area of responsibility.
  • Engages in various investigative and public relations activities associated with public works and engineering operations.
  • Performs additional related duties as necessary.

Required Qualifications and Experience

Education and Experience

  • A Bachelor's degree in Civil, Electrical, or Mechanical Engineering from an accredited institution.
  • A minimum of three (3) years of experience in Civil Engineering relevant to the assigned area.
  • Alternatively, any equivalent combination of education, training, and experience that provides the necessary skills, knowledge, and abilities.
Required Licenses or Certifications
  • Fundamentals of Engineering (F.E.) Certification.
  • S-4 or S-3 Water Operators license (or the ability to obtain within six months of hire).
Preferred Licenses or Certifications
  • Professional Engineer's License.
  • Stormwater Certification - Construction Site Inspections.
  • SESC Comprehensive Stormwater Certification.
  • Industrial Stormwater Operator Certification.
  • Construction Stormwater Operator Certification.
  • Soil Erosion Plan Review and Design Certification.

Additional Necessary Qualifications

Knowledge of:

  • Basic bookkeeping principles and practices.
  • Civil engineering and topographic surveying principles and practices.
  • Modern office procedures, methods, and computer systems.
  • Current methods and techniques in the design, construction, and maintenance of public works.
