About the Position:

The Senior Manager of Employee Relations leads the employee relations function, team, and initiatives at the Commonwealth of Virginia. This role collaborates with essential stakeholders both within and outside the human resources department to ensure effective and efficient employee relations programming. Key responsibilities include fostering strong partnerships with the Organizational Development & Learning (ODL) team to execute a comprehensive employee relations strategy, working with the Senior Leadership Team to address complex executive and faculty-level employee relations issues, and collaborating with the Office for Diversity, Equity, and Inclusion (DEI) to facilitate the resolution of employee relations matters. This position is integral to the leadership team in Human Resources, driving change, enhancing processes, and working with various stakeholders across the organization.

Responsibilities:

Oversees employee relations personnel and manages the handling of employee relations cases, along with the criminal background check process; Provides confidential support to university employees and leadership to identify and resolve workplace challenges or proactively mitigate potential issues. Advises senior officials, department heads, faculty, and administrative leaders on personnel matters. Offers individual coaching, group consultations, mediation, and facilitates discussions. Guides supervisors on disciplinary protocols, manages grievances, advises on performance management, oversees unemployment claims, refers to Employee Assistance Programs, and conducts environmental assessments; Interprets federal, state, and university regulations and policies related to employment law and procedures; Participates in the Campus Threat Assessment Team (TAT), the Emergency Operations Group (EOG), Insider Threat Advisory Group, Faculty Handbook Committee, A/P Faculty Handbook Committee (chair), and other university committees as required; and Engages as a trainer in areas of expertise, collaborating with ODL, the Provost's Office, and other university partners.

Required Qualifications:

Master's degree in a relevant field, or an equivalent combination of education, training, and experience; Progressive HR experience including supervisory roles, program development, evaluation, and significant collaboration with teams or cooperative groups; Knowledge of mediation and alternative dispute resolution techniques; Comprehensive understanding of HR functions, including compensation, training, policy development, employee communications, work/life balance, and HR information systems; Familiarity with applicable laws, policies, procedures, and regulations (Title IX, ADA, FLSA, FMLA, Title VII, ADEA, etc.); Proven strong written and verbal communication skills; Ability to work effectively with diverse populations; and Capacity to manage complex sensitive issues in a professional and confidential manner.

Preferred Qualifications:

Terminal degree in a relevant field; JD preferred, but not required for success in this role; Experience in higher education and faculty-related matters; Familiarity with state classified grievance processes and alternative dispute resolution; Knowledge of standard HR data management and analysis techniques; and Relevant professional certification, such as SPHR and/or SHRM-SCP, preferred.
