Position Summary

This role involves providing legal counsel and representation to the Board of Education and the School District of Philadelphia, focusing on federal litigation, compliance investigations, and special initiatives. Reporting to the General Counsel and the Senior General Counsel for Civil Rights and Special Projects, this position will address various special litigation issues, particularly in civil rights, environmental law, and federal compliance negotiations. While the primary responsibility is litigation, advisory tasks will also be required. The Office of General Counsel manages a wide range of legal challenges and offers continuous professional development opportunities.

Key Responsibilities

● Represent the District in federal and state courts, administrative hearings, and other legal proceedings, overseeing all phases from initiation to trial and appeals, with some matters handled by external counsel as necessary.

● Independently manage case timelines and provide regular updates on progress and strategies to leadership and clients.

● Quickly research and gain expertise in new legal areas as required by the organization.

● Undertake special projects on various legal issues, including those that may be unprecedented.

● Focus on civil rights compliance while also advising on educational law, policy, and regulatory matters.

● Assist in the creation and implementation of policies, procedures, and training through participation in committees, training sessions, and data analysis.

● Anticipate client needs proactively and enhance the efficiency of legal services and District operations.

● Provide guidance on risk management, investigations, and issue resolution.

● Counsel District governance, leadership, and program offices on legal matters.

● Advise school personnel and administration on issues impacting students, staff, and operations.

● Contribute to the evaluation and improvement of systems and procedures within the Office of General Counsel and other relevant offices.

● Maintain professional interactions with District personnel, partners, parents, and various stakeholders.

● Uphold confidentiality and protect sensitive information from unauthorized disclosure.

Qualifications

● Juris Doctor degree from an accredited law school.

● Active membership in good standing with the Pennsylvania Bar, without requiring paid time off for compliance. Candidates must meet the Continuing Legal Education requirements as of the employment date.

● Preferred experience in special education, civil rights, environmental law, and compliance.

● Minimum of three years of full-time legal experience in a law firm, non-profit, government legal department, or judicial clerkship.

Skills and Competencies

● Strong understanding of state and federal laws relevant to the School District's operations.

● Familiarity with judicial processes and evidentiary rules related to the areas of focus.

● Proficient in legal research methodologies and techniques.

● Competent in using personal computers and software applications for legal work.

● Ability to analyze and present complex legal issues clearly and logically.

● Capacity to manage a heavy workload and prioritize effectively.

● Flexibility in work hours to accommodate peak periods.

● Collaborative approach to working with colleagues and clients.

● Willingness to take on responsibilities beyond the primary area of expertise.

● Adaptability to new methods and practices.

● Proficient in drafting legal documents and negotiating settlements.

● Sound judgment and discretion in handling sensitive matters.
