Position Overview:
The primary responsibility of this role is to act as the principal representative for Public Health Emergency Preparedness and the Infection Control Program, while also offering assistance to communicable disease and clinical personnel.

Key Responsibilities:
  • Supervise the Public Health Emergency Preparedness initiative and ensure compliance with established guidelines;
  • Organize, plan, and execute training sessions related to public health emergency preparedness and response, including disaster drills;
  • Collaborate with team members and community stakeholders to create, document, and update public health emergency response strategies;
  • Administer state funding associated with public health preparedness;
  • Foster and sustain relationships both internally and externally;
  • Co-chair the Epidemiology Team and facilitate team discussions;
  • Assess training requirements and deliver necessary training for staff on infection prevention protocols;
  • Provide expert advice and consultation to partners regarding infection control practices;
  • Establish and maintain productive partnerships with local health providers, agencies, and DHHS consultants;
  • Assist in the annual evaluation, modification, and/or creation of policies, procedures, and reports relevant to the program;
  • Maintain up-to-date knowledge of reportable diseases and support epidemiological investigations, testing, treatment, and referrals;
  • Stay informed about the North Carolina Electronic Disease Surveillance System (NCEDSS);
  • Engage in community outreach and education;
  • Participate in 24/7 on-call duties alongside fellow Communicable Disease Nurses;
  • Provide direct client care in accordance with clinical guidelines for Communicable Diseases, Tuberculosis, Sexually Transmitted Diseases, and Immunization Programs;
  • Perform nursing tasks such as taking client histories, vital signs, and health assessments;
  • Administer prescribed medications and immunizations, ensuring accurate documentation in the North Carolina Immunization Registry (NCIR);
  • Conduct laboratory tests and assist in developing client care plans;
  • Maintain accurate client records and make appropriate referrals;
  • Be available for emergency response during natural or man-made crises, which may require night and weekend work;
  • Engage in mandatory training as directed by the supervisor;
  • Participate in continuing education to uphold nursing licensure and CPR certification;
  • Perform additional duties as assigned.

Qualifications:
Individuals without a Bachelor's degree that includes a Public Health Nursing rotation or a Master's in Public Health will be required to complete the "North Carolina Credentialed Public Health Nurse" course within one year of employment.

Physical Requirements:
This role may require occasional lifting of up to 10 pounds and involves sitting, speaking, hearing, and repetitive motions. It also includes tasks such as standing, walking, climbing, and balancing. Standard vision and vocal communication abilities are necessary, along with the capacity to prepare and analyze written or computer data.

Special Requirements:
Must possess a valid North Carolina driver's license and a North Carolina Registered Nursing License. CPR Certification is also required. Training upon hire includes Bloodborne Pathogens, Public Health Department Orientation, HIPAA Awareness, and more. Annual training in various topics is mandatory. The position typically requires a 40-hour workweek, with flexibility to meet program needs.
