Department: Energy Conservation

Reports to: Energy Conservation Assistant Program Manager

Position Status: Regular Full Time (RFT)

FLSA Status: Non-Exempt

Work Hours: 40 hours per week

Position Summary:

This role is pivotal in supporting the mission of the Agency by delivering administrative and program management assistance to the Energy Conservation department while upholding confidentiality standards. The Energy Conservation Specialist will oversee the coordination, execution, documentation, and reporting of all Energy Conservation initiatives, including special projects. This position will also lead the development and upkeep of the Weatherization database and serve as a liaison with internal programs and community partners.

Key Responsibilities:

  • Oversee the Community Development Block Grant (CDBG) rehabilitation program, acting as the primary contact for partners and funders, processing applications, and ensuring compliance with funding requirements.
  • Lead the development and maintenance of the Weatherization database.
  • Manage the No Heat program, ensuring eligibility and compliance while tracking project progress and expenditures.
  • Ensure all Energy Conservation Program applications adhere to funding criteria and regulations.
  • Facilitate client intake and waitlist processes to ensure equitable access to services.
  • Conduct thorough project file reviews to verify completeness and compliance with State and Federal standards.
  • Draft and maintain program policies and documentation.
  • Maintain logs for staff certifications, contractor licenses, and vehicle maintenance.
  • Adhere to safety policies and procedures, addressing any safety concerns promptly.
  • Maintain ethical standards and workplace behavior in all interactions.

Qualifications:

  • Minimum of four years of experience in weatherization, HVAC, or building construction, or an equivalent combination of education and experience.
  • Demonstrated ability to work effectively with diverse populations, including low-income and minority groups.
  • Strong organizational skills with the ability to manage multiple priorities.
  • Intermediate proficiency in Microsoft Office Suite and database management.

Preferred Qualifications:

  • Bilingual proficiency in English and Spanish, both written and verbal.
  • Familiarity with local social services and community resources.

Physical Requirements:

  • Work is performed in various settings, including office and public environments.
  • May require standing, walking, and sitting for extended periods, as well as occasional lifting of up to 30 lbs.
