Job OverviewWe're seeking a Senior Transportation Planner to join our Planning, Permitting, and Licensing practice in New England. As a key member of our team, you'll provide environmental project leadership for transportation clients, including the Massachusetts Department of Transportation, Massachusetts Port Authority, and Massachusetts Bay Transportation Authority.
Responsibilities- Lead and manage planning and permitting work scopes for MassDOT, Massport, and/or MBTA projects, guiding agencies and clients on processes required to meet applicable environmental compliance and permitting laws and regulations.
- Provide planning and permitting expertise pertaining to NEPA, Federal Transit Administration (FTA), Federal Railroad Administration (FRA), and Federal Highway Administration (FHWA) requirements and regulations.
- Support marketing and business development efforts and represent TRC at industry functions.
- Lead and manage the preparation of project-related environmental documentation, including initial studies, environmental impact statements, environmental assessments, categorical exclusions and exemptions, and negative declarations.
- Mentor and train junior to mid-level staff to support the successful candidate in implementing the work.
- Demonstrated experience leading and managing planning and permitting work scopes for MassDOT, Massport, and/or MBTA, with the ability to guide agencies and clients on processes required to meet applicable environmental compliance and permitting laws and regulations.
- The ability to apply environmental compliance and permitting regulations of applicable state and federal regulatory agencies to projects for transportation clients, including MassDOT, MBTA, Massport, NHDOT, RIDOT, State DEPs, EPA, FERC, USDOT, USACE, and USFWS.
- Demonstrated experience in the management of scopes, schedules, and budgets for a variety of project types with an emphasis on transportation.
- This is a leadership role and could require people management.
- Excellent analytical reasoning skills, technical writing and communication skills, managerial, and proficiency with the Microsoft Office software suite.
- The ability to maintain a positive attitude during potentially demanding client engagements.
- Detailed and comprehensive experience completing large environmental impact statements (EIS) for state transportation agencies, specifically in Massachusetts and New England.
- 8+ years of experience in transportation-related environmental planning and permitting.
