About the Position

We are seeking a highly skilled and experienced Project Director, Center of Excellence to join our team at the Santa Clarita Community College District. As a key member of our Workforce and Economic Advancement division, you will be responsible for overseeing the implementation of the Regional Center of Excellence (COE) activities, conducting comprehensive gap analysis studies, managing workforce research studies, and providing technical assistance to the regional consortium.

Key Responsibilities
  • Coordinate, review, and perform daily functions, projects, and activities of the South-Central Coast Regional Consortium (SCCRC) Center of Excellence, including workforce research and partnership development.
  • Oversee the planning, implementation, and compliance of work plan objectives and activities of the COE grant and related contract-based projects.
  • Collaborate with Statewide Career Mobility Accelerator Center and other Center of Excellences in statewide research projects, workgroups, and development of Center of Excellence products.
  • Develop strategic business and industry partnerships on regional and statewide levels to support local college responsiveness to emerging industry and workforce needs.
  • Conduct comprehensive workforce research on emerging and/or priority sectors and occupations, collect and analyze data, and manage data with spreadsheets and statistical software.
  • Facilitate and serve as regional coach to community colleges in SCCRC region related to COE functions and provide consultation and technical expertise concerning emerging jobs and workforce needs.
  • Disseminate research to community colleges throughout the SCCRC region, as well as employers, economic development organizations, and workforce partners through webinars, newsletters, and other communication channels as needed.
  • Manage and respond to inquiries and provide detailed and technical information concerning projects, including Labor Market Information (LMI) needed for program recommendation.
  • Coordinate communications and information between other Center of Excellence regional centers, community agencies, independent contractors, staff, faculty, administrators, businesses, and economic development and governmental agencies.
  • Write, prepare, and maintain comprehensive reports and make oral presentations explaining research findings related to labor market information, implications, and applicability.
  • Identify business development opportunities, secure research-related contracts, and participate in partner projects.
  • Prepare quarterly and annual narrative reports and renewal documents in and conditions of the grants and/or contracts.
  • Present research findings at local advisory board meetings, regional consortium meetings, community college planning events, conferences, and employer-education forums.
  • Make presentations to groups on campus such as College Planning Team (CPT) and Management Advisory Council (MAC).
  • Develop and oversee grant and contract budgets.
  • Follow District Human Resources and Board of Trustees policies, grant requirements, and departmental procedures.
Requirements
  • A minimum of three (3) years demonstrated experience in conducting research within career technical education and/or economic workforce development, including prior experience interfacing with both public and private sector employees and organizations.
  • Possession of a bachelor's degree from an accredited college or university.
  • Master's degree from an accredited college or university.
  • Evidence of effective leadership at the community college and/or four-year college/university level.
  • Previous experience coordinating grants, budgets, and grant deliverables.
Preferred Qualifications
  • Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical reports.
  • Work with Director to identify and define problems, determine methodology, evaluate data, make recommendations with appropriate justification, and develop/implement a plan of action.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Maintain effective communication with staff, administrators, and other college personnel both orally and in writing.
  • Effectively represent the Center of Excellence in contacts with regional colleges, K-12 partners, Workforce Development Boards, governmental agencies, community groups, and various business, professional, educational, and legislative organizations.
