Mid-Level Defense Legislative Analyst

Are you enthusiastic about assisting the Navy client with legislative and congressional initiatives? If so, this position may align with your expertise. Below are the primary responsibilities and qualifications:

Key Responsibilities:

Offer legislative and congressional assistance to the Navy client throughout the annual Defense Authorization and Appropriations process. Utilize existing Planning, Programming, Budgeting, and Execution (PPBE) systems and databases to coordinate, monitor, report, and provide insightful analysis and recommendations to facilitate government decisions regarding requirements, milestones, and progress. Deliver analytical support for the formulation and execution of Navy and Marine Corps strategies and policies. Assess risk-based strategies related to legislative processes and planning. Monitor and evaluate metrics for strategy execution. Conduct analysis to identify, define, and fulfill requirements through the legislative framework.

Essential Qualifications:

  • Minimum of 1 year of experience in a professional setting
  • Familiarity with Congressional or legislative matters and the Congressional Authorization and Appropriations process, including the DoD legislative framework, Program Objective Memorandum (POM) preparation, and collaboration with senior Congressional staff and officials
  • Experience in direct client engagement, project delivery support, presentations, and leading client discussions
  • Proficiency in Microsoft Office Suite, including Outlook, Excel, Word, and PowerPoint
  • Capability to monitor and pursue procurement objectives as they progress through the legislative cycle
  • Ability to plan, organize, and execute tasks with minimal supervision
  • Possession of a Secret clearance
  • Bachelor's degree

Preferred Qualifications:

  • Experience in reviewing and drafting Reclamas for Congressional Defense Committees as part of the annual Authorization and Appropriations process
  • Proficiency in RStudio's rvest and ggplot libraries
  • Experience working independently, creatively, and analytically in a problem-solving context
  • Familiarity with Python's requests or Beautiful Soup libraries
  • Knowledge of Python or RStudio
  • Ability to manage large datasets
  • Competence in data cleaning and generating informative visualizations

Clearance Requirement:

Selected applicants will undergo a security investigation and may need to meet eligibility criteria for access to classified information; a Secret clearance is mandatory.
