Job Summary

RAND Corporation is seeking a seasoned Legislative Policy Analyst to support congressional outreach on science and technology policy, including artificial intelligence, biosecurity, cybersecurity, data privacy, and innovation policy.

Key Responsibilities

  • Develop and implement strategies for promoting RAND's research and expertise to members of Congress, committees, and their staff.
  • Analyze and track key legislation and policy debates to identify potential areas of impact for RAND research.
  • Identify new opportunities for RAND to provide input into congressional policymaking.
  • Expand and strengthen RAND's network of legislative contacts on Capitol Hill.
  • Cultivate opportunities for RAND researchers to deliver testimony before congressional committees.

Requirements

  • Strong commitment to a nonpartisan, evidence-based approach to improve legislative policy.
  • Significant expertise in congressional policymaking and congressional operations.
  • Previous experience and current understanding of congressional technology policy priorities.
  • Exceptional communication skills, both written and verbal.
  • Creativity and initiative to effectively reach busy congressional staff in a limited attention economy.
