Position Title: Senior Administrative Analyst (Finance)

Specialization: Finance

Salary Grade: H1L

Salary Range: $82,867 - $103,584 - $124,280

Job Summary: This role is designed to deliver advanced administrative and financial systems support, analytical expertise, and budgetary oversight for designated departments.

Key Responsibilities:

  • Assist in formulating and executing departmental policies, regulations, and procedures.
  • Support the establishment and achievement of departmental objectives and long-term strategies.
  • Develop, implement, and oversee departmental capital and operational budgets.
  • Provide financial oversight by reviewing expenditures and ensuring timely processing of invoices.
  • Evaluate budget requests and offer funding recommendations.
  • Lead operational studies within the department.
  • Act as the administrative project manager to ensure timely project completion and adherence to standards; monitor departmental KPIs.
  • Represent the department in various meetings, committees, and conferences.
  • Direct the creation and execution of personnel programs within the department.
  • Prepare, review, and present detailed reports to senior management and the Board of Directors.
  • Oversee the preparation of comprehensive proposals, contracts, and funding applications.
  • Conduct complex cost, budgetary, and statistical analyses.
  • Supervise, mentor, and motivate assigned staff while ensuring compliance with safety policies.
  • Contribute to the implementation of Equal Employment Opportunity (EEO) policies and programs.
  • Undertake additional related tasks as required.

Qualifications:

A combination of education and experience that equips the candidate with the necessary knowledge, skills, and abilities to perform effectively in this role. A typical combination includes:

  • Education: Bachelor's Degree in Business, Public Administration, or a related field; a Master’s Degree is preferred.
  • Experience: Five years of relevant experience in administrative and operational systems support, including proficiency in word processing, database, and spreadsheet software.

Preferred Qualifications:

  • Experience in generating financial and administrative reports for diverse audiences.
  • Experience in supporting capital and operational budgets and grants.
  • Experience collaborating with multi-disciplinary teams and stakeholders.
  • Experience in analyzing and synthesizing data streams into comprehensive deliverables.

Knowledge and Skills:

  • Theories and practices of public administration, management, budgeting, and financial administration.
  • Research and report preparation methods.
  • Mathematics, business statistics, and financial analysis.
  • Principles of supervision and applicable business software applications.

Abilities:

  • Research, compile, and analyze complex data.
  • Meet critical deadlines and work independently.
  • Handle confidential information with discretion.
  • Understand and apply relevant laws, regulations, and policies.
