The Talent Acquisition Specialist is accountable for the recruitment and selection processes for both non-exempt and exempt positions across designated business areas within Penn Medicine. This role involves developing, implementing, and facilitating recruitment strategies and staffing services throughout the University of Pennsylvania Health System (UPHS).

This position supports the overarching Human Resources strategies of UPHS while ensuring the effective and efficient filling of all assigned roles.

Additionally, this role may engage in special projects as needed, including but not limited to AAP, EEO, diversity initiatives, staff development, marketing, retention, statistical programs, and temporary workforce strategies.

The Talent Acquisition Specialist will possess comprehensive knowledge of the positions and will operate independently under the guidance of senior personnel.

The individual will be expected to make informed decisions and exercise independent judgment.

Key Responsibilities Include:

  • Efficiently and effectively fill open positions.
Regularly follow up with managers to assess the effectiveness of recruitment plans and their implementation.

  • Develop a qualified candidate pool in advance of needs.
  • Create job postings that attract top talent; utilize strategies to enhance the visibility of positions online and on social media.
  • Advise managers and leaders on the selection of internal and external candidates in line with all internal practices and applicable standards.
  • Support the workforce planning process.
  • Assist in the planning and execution of special recruitment events.
  • Enhance job knowledge by participating in educational opportunities, reading professional literature, maintaining personal networks, and engaging in professional organizations.
Creating Job Postings

  • Collaborate with Hiring Managers and HR team members to craft substantive job postings for our Portal that effectively market our open roles and attract the desired candidates.
  • Ensure postings reflect a clear understanding of the position requirements.
  • Develop and post job descriptions promptly following requisition approval.
  • Post positions on relevant job boards (e.g., Monster, LinkedIn, specialty sites).
  • Utilize resources appropriately.
Recruitment Strategies

  • Consult with hiring managers to recommend posting and recruitment strategies.
  • Align recruitment strategies with market and industry trends.
  • Build pipelining strategies and candidate pools for key positions.
  • Recruit for assigned open positions and plan for future openings.
Recruitment Technology

  • Leverage recruiting technologies to optimize processes.
  • Provide guidance to managers on the use of recruitment technology.
  • Generate reports necessary for communication with HR teams and hiring managers.
  • Understand our ATS (PFP) to enhance efficiency in the recruitment process.
Recruitment Methodology and Transactions

  • Partner with Business Leaders, Hiring Managers, and HR teams to ensure effective talent identification across the health system.
Establish service level agreements with hiring managers.

  • Conduct interviews and phone screenings in a thorough and professional manner to ensure qualified candidates are referred to hiring managers.
Education/Experience

A Bachelor's degree is required, along with 2+ years of recruiting experience or relevant HR experience.
