PROJECT OVERVIEW:

We are seeking a Lead IT Project Strategist to become an integral part of our dynamic Medicaid Management Information System (MMIS) team. The Lead IT Project Strategist will oversee a variety of projects spanning operational and technical domains, including the preparation of Requests for Proposal (RFP) and Requests for Quotes (RFQ), as well as the development, negotiation, and management of contracts. This role requires close collaboration with internal MMIS business and technical leaders, program directors, IT managers, external technical teams, and vendor consultants to ensure that all project financial requests are approved, contracts are thoroughly reviewed, and business cases are documented to initiate projects. The strategist will also be the primary point of contact for critical IT initiatives and project management efforts from inception to completion, addressing conflict resolution, risk mitigation, and ensuring alignment with MMIS standards.

Key Responsibilities:
  • Collaborate with business and IT leadership at all levels to articulate the business case for technical initiatives.
  • Develop and manage comprehensive Business Cases, Project Proposals, Federal and State Funding Requests, and RFP/RFQ documentation.
  • Estimate resource requirements and manage the recruitment process from job description creation to candidate selection.
  • Lead procurement teams in evaluating vendor responses through to selection and contract negotiation.
  • Facilitate collaboration with internal teams to onboard new contractors or vendors effectively.
  • Coordinate with cross-functional teams to assess technical solutions and formulate recommendations.
  • Guide collaborative efforts in the design, development, testing, and implementation of IT solutions.
  • Ensure adherence to MMIS Software Development Life Cycle (SDLC) methodology and operational practices.
  • Maintain comprehensive project plans, risk/issues lists, and documentation on project MS SharePoint sites.
  • Coordinate resource support across MMIS Business Analysis, Software Quality Assurance (SQA), and Development teams, as well as with peer managers for capacity planning.
  • Oversee budget tracking, invoice review, approval, and payment authorization processes.
  • Implement controls to manage project scope and track changes through the MMIS Change Advisory Board (CAB).
  • Prepare and distribute weekly project status reports detailing progress, risks, and mitigation strategies.
  • Monitor project outcomes against established timelines, deliverables, and technical specifications to prevent delays or failures.
  • Generate systems or program documentation, including data flow diagrams, flow charts, file layouts, and project narratives.
  • Communicate effectively with business teams, technical staff, and leadership across multiple disciplines, simplifying technical concepts for business audiences.
  • Adhere to MMIS project management methodologies, policies, and procedures, as well as quality assurance standards, while complying with external agency standards when applicable.
Preferred Knowledge, Skills, and Abilities:
  • Ten (10) years of experience in IT project management, with a proven ability to manage complex, cross-functional IT projects; experience in a Project Portfolio Management environment is advantageous.
  • Five (5) years of supervisory experience leading the execution of comprehensive IT projects and portfolios, utilizing both hybrid and agile methodologies in a large IT enterprise setting.
  • Three (3) years of experience in documenting business cases, managing contracts, and handling RFP/RFQ processes.
  • Five (5) years of auditing experience, particularly within state government, is highly desirable.
  • Demonstrated experience with Agile and Waterfall methodologies, with familiarity in Jira preferred.
  • Exceptional verbal and written communication skills, including presentation and policy writing capabilities.
  • Strong critical thinking, strategic thinking, and problem-solving skills.
  • Excellent negotiation and influencing skills, coupled with in-depth analytical abilities.
  • Outstanding time management skills, with the capacity to delegate effectively and manage multiple tasks.
  • Proven conflict management and leadership skills, along with decision-making and negotiation expertise.
  • Ability to work collaboratively with both technical and non-technical staff, as well as upper management.
  • Demonstrated proficiency in IT project financial management.
  • Advanced skills in Microsoft Office Suite (Excel, Word, Visio, PowerPoint, Project, and SharePoint).
Education and Certifications:

• Bachelor's degree in Information Systems, Business Administration, or a related field, or equivalent professional experience.
• Project Management Professional (PMP) Certification, Certified Scrum Master (CSM), and SAFe certification are preferred.
