Job Summary

This position is for a Sexual Violence Prevention Specialist, responsible for advancing policies and facilitating dialogue to prevent sexual violence in the National Guard.

Key Responsibilities
  • Act as a subject matter expert on Integrated Primary Prevention (IPP) and sexual violence prevention.
  • Advance policies outside of the SAPR office for equities specific to sexual violence primary prevention.
  • Facilitate dialogue between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the earliest prevention of sexual violence.
  • Maintain insight into the National Guard Bureau (NGB) IPP office to track efforts, measurements, and councils.
  • Support engagement in existing state tools and programs.
  • Establish measures of effectiveness in the primary prevention of sexual violence.
  • Consult with and obtain consensus with NGB IPP SME cell.
  • Support the Joint Force Headquarters' Primary Prevention Officer in the development and execution of The Adjutant General's primary prevention strategic plan.
  • Assist TAG, Assistant TAG, IPP Officer, directorate, and division-level leadership with data-informed courses of action to appropriately resource sexual violence primary prevention activities and requirements throughout the state.
  • Establish, revise, and review policies, procedures, mission objectives, and organizational design to eliminate barriers to mission accomplishment.
  • Develop performance measures to meet statutory and regulatory compliance, implement quality improvement plans, and assess the effectiveness of TAG's IPP program.
  • Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase primary prevention capacity within their organizations.
  • Conduct educational sessions and briefings for JFHQ leadership and JFHQ SMEs regarding the primary prevention of sexual violence.
  • Work with IPP Officer to elevate promising practices within the state that relate to the early prevention of sexual violence and report findings up to the NGB.
  • Coordinate multidisciplinary evaluations.
  • Consult with managers in areas that impact sexual violence to ensure combined prevention trainings are coordinated to promote and incorporate evidence-based practices and learning objectives and designed for the National Guard (NG) with cross-functional impact.
Requirements
  • Must have a degree in behavioral or social science; or related disciplines appropriate to the position or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
  • Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provides knowledge and/or experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources.
  • Must have knowledge of the organization and its mission and utilized the organizational staff procedures.
  • Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Additional Information

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

May occasionally be required to work other than normal duty hours; overtime may be required.

May require travel in military and/or commercial aircraft to perform temporary duty assignments.

The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.

Must be able to obtain required certifications, as applicable.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
