The Communications Dispatcher III is a critical role at UMass Boston, responsible for overseeing and monitoring the work performed by Dispatcher Level I's. This position requires strong leadership and communication skills, as well as the ability to work effectively in a fast-paced environment.
Key Responsibilities- Establish and manage staffing schedules and duty assignments for Dispatcher Level I's.
- Coordinate and conduct employee trainings to ensure compliance with university policies and procedures, as well as Federal Communications Commission regulations.
- Assume operational control and receive, review, and transmit emergency and law enforcement communications from radio communications base stations.
- Oversee and monitor communications with Homeland Security Warning System, Federal Emergency Management Agency, and Massachusetts Emergency Management Agency.
- Provide critical information via communications systems to law enforcement personnel engaged in major law enforcement actions.
- Respond to requests for information from other law enforcement agencies.
- Monitor various radio frequencies to receive, evaluate, and forward information.
- Operate radio transmitting and receiving equipment, including fixed stations and mobile units.
- Maintain accurate records and logs of information, including messages received and transmitted, and individuals or authorities to contact in emergency situations.
- Access Registry of Motor Vehicles and Criminal Justice Information System records to assist Campus Police Officer requests.
- Activate the Campus Emergency Notification System at the direction of the shift supervisor.
- Apply campus security standards, including the Clery Act, at the direction of the shift supervisor.
- Search files to obtain information in response to inquiries.
- Coordinate all radio communications, including emergency systems, relay messages and instructions to mobile or fixed stations, and operate public address systems and paging devices.
- Check the operating condition of equipment and report malfunctions to the proper authority.
- Observe traffic movements and conditions, including accidents, fires, and other hazards, through a closed-circuit television system, to ensure campus safety.
- Graduation from high school and/or possession of a high school diploma and at least three years of work experience in the operation of emergency telecommunication systems, one year of which must have been in a supervisory capacity.
- Ability to be certified by the Association of Public Safety Communications Officials (APCO).
- Employee must pass the Criminal Offender Record Information (CORI) check and provide fingerprinting.
- Knowledge of the principles and practices of supervision.
- Knowledge of proper telephone procedures for making and receiving agency calls.
- Knowledge of methods of operating mobile and fixed radio communications equipment.
- Knowledge of laws, rules, and regulations governing radio communications equipment.
- Ability to use proper English grammar, both orally and in writing, clearly and distinctly.
- Ability to understand, explain, and apply rules, policies, procedures, and guidelines.
- Ability to give and follow oral and written instructions.
- Ability to gather information through questioning individuals.
- Ability to assemble items of information in accordance with established procedures.
- Ability to maintain accurate records.
- Ability to establish and maintain harmonious working relationships with others.
- Ability to deal tactfully with others.
- Ability to adjust to changing situations to meet emergency requirements.
- Ability to maintain a calm manner, make decisions, and act quickly in stressful and emergency situations.
- Ability to exercise sound judgment and discretion.
- Ability to work a varied work schedule, including nights, weekends, and holidays.
- This is a 40-hour/week position.
- Lunch is paid.
- This is an essential personnel position.
- This position is on-call.
