This position involves skilled supervisory responsibilities in the upkeep and management of municipal buildings and facilities. The individual in this role serves as a working supervisor for both City employees and contracted personnel.

The role encompasses organizing, overseeing, and monitoring the tasks of assigned City staff and contractors, including skilled and semi-skilled workers. Key duties include inventory management of supplies and equipment, coordination of service contracts, preparation of work orders, and the development and management of preventative maintenance programs. This position also involves budget preparation, record-keeping, and troubleshooting operational issues. The supervisor is responsible for directing the work of various tradespeople, assigning tasks, creating schedules, and ensuring the daily maintenance of buildings and infrastructure. Additionally, the supervisor will provide updates to management regarding personnel and project statuses, evaluate employee performance, and address any personnel issues. Compliance with environmental, health, and safety regulations is essential. Depending on the assignment, responsibilities may also extend to managing other facility operations, such as custodial services, security, transportation, and emergency response operations.
Essential Functions

- Plan, execute, and supervise the work of City personnel and skilled tradespeople engaged in various maintenance tasks, including electrical, plumbing, carpentry, and HVAC systems.

- Conduct basic maintenance tasks that do not require specialized licensing.

- Oversee the upkeep of all mechanical, plumbing, and electrical systems, and develop a comprehensive preventive maintenance strategy.

- Prepare and maintain reports on equipment and supply usage, and inspect materials upon delivery.

- Review maintenance and construction projects under contract, consulting with contractors on installations and future maintenance needs.

- Monitor contractor performance and service contracts.

- Prepare and manage budgets and expenditures.

- Maintain inventory control of supplies and equipment.

- Collaborate with administrative superiors on equipment installations and facility modifications, and address maintenance complaints.

- Establish priorities and develop work schedules for timely completion of tasks.

- Ensure compliance with governmental regulations and safety standards.

- Supervise administrative tasks and the operation of HVAC systems.

- Depending on the assignment, may oversee additional operational areas such as mail services, security, and food services.

- Develop departmental plans, set goals, and deadlines.

- Respond to emergency situations and participate in disaster preparedness and recovery planning.

- Foster effective working relationships with City staff.

- Perform other related duties as required.
Minimum Requirements

- A Bachelor's Degree and four (4) years of experience in building construction, maintenance, and repair work, including two (2) years of supervisory experience. A valid certification as an Air-Conditioning Mechanic or certification by the Environmental Protection Agency (EPA), or a valid journeyman rank or higher in one or more of the Construction or Building Trades is required at the time of application and must be maintained throughout employment in this classification. A valid Driver's License from any state (equivalent to a State of Florida Class E) may be utilized upon application; however, prior to appointment, a State of Florida Driver's License (Class E or higher) must be presented.

- An equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience.

NOTE:
Must be willing to work evenings, nights, and weekends as needed.
