POSITION SUMMARY:

The Utility Services Worker II/CDL plays a vital role as a team member, engaging in various activities to support the functionality of the water distribution and sewer collection systems. Key responsibilities include, but are not limited to, executing repairs, flushing the water distribution system, and replacing and lining mains and service lines, including laterals, taps, fire hydrants, valves, and catch basins. Under the supervision of senior personnel, the worker will conduct inspections and troubleshoot system issues.

KEY RESPONSIBILITIES:
  • Engages in diverse manual tasks to assist with the routine maintenance and repair of the water distribution and sewer collection systems. Daily assignments may vary and can include investigating customer complaints, maintaining mains, service lines, laterals, taps, fire hydrants, and valves, as well as flushing hydrants and water mains, and cleaning catch basins.
  • Supports the inspection of customer plumbing and identifies illegal connections, cross-connections, tampered meters, or seals.
  • Participates in the inspection and investigation of water and sewer systems in response to leaks, sewer issues, service backups, service breaks, meter malfunctions, billing discrepancies, and other customer inquiries.
  • Examines water meters for potential problems and takes necessary actions, flushes fire hydrants and water lines, and facilitates water and sewer connections for new services.
  • Assists in evaluating work performed on the distribution system by external contractors.
  • Conducts emergency and scheduled tasks, which may involve shutting off mains, cleaning catch basins, adjusting manholes, and constructing/installing manholes and cleanouts.
  • Distributes notifications to customers regarding service interruptions, water shut-offs, no parking signs, and other relevant communications.
  • Connects and disconnects water and sewer services, backfills excavated areas, and aids in the positioning of equipment at job sites.
  • Operates various vehicles, equipment, and power tools, including trailers, dump trucks, jet vacs, combination sewer cleaners, compressors, and tractors with attachments such as pile drivers and jackhammers.
  • Assists in the preventive maintenance of equipment, facilities, and stations, including monitoring sewer lift stations and responding to various operational situations.
  • Participates in sample collection and performs field-level water quality assessments within the water distribution and sewer collection systems.
  • Contributes to the setup, operation, and maintenance of safety-related equipment in accordance with safety procedures and standards.
  • Adheres to safety regulations related to confined spaces, traffic control, and excavation work, directing the installation of necessary safety devices.
  • Utilizes equipment to locate underground structures and detect leaks.
  • Assists with meter reading, testing, office tasks, and general distribution duties.
  • Helps prepare daily work reports documenting field data and detailed descriptions of tasks performed.
  • Cleans and flushes sewer lines, employing closed-circuit TV systems for sewer main inspections.
  • Restores work sites post-completion to ensure safety and cleanliness.
  • Performs additional duties and projects as assigned by the immediate supervisor.
SUPERVISORY ROLE: None

KEY INTERACTIONS: Collaborates with colleagues within the department, engages with business and property owners, and interacts with the general public.

EDUCATION / EXPERIENCE & OTHER REQUIRED QUALIFICATIONS:
  • Minimum qualifications include a high school diploma or GED and two years of relevant experience in repairing and maintaining water distribution and/or sewer collection systems.
  • Must possess and maintain a valid Motor Vehicle Operator's License and a Commercial Driver's License - Class B with air brakes and Tanker's N Endorsement.
  • Proficient in using a full range of tools and equipment related to the trade, including backhoes and dump trucks.
  • Ability to determine suitable methods, equipment, materials, and techniques for work assignments.
  • Capable of performing tasks safely and effectively.
  • Ability to read maps and communicate clearly in both oral and written forms.
  • Ability to comprehend and follow both oral and written instructions.
