The County of Santa Barbara Department of Social Services is inviting applications to fill current openings for Eligibility Worker I roles.

POSITION OVERVIEW:
Under supervision, this role involves applying regulations and procedures to assess eligibility for public assistance programs and make referrals for social services, utilizing automated eligibility systems and various computer applications.
Most selected candidates will primarily work at the County's Service Center, managing caseloads and providing telephone support for public assistance inquiries, including food assistance and healthcare benefit eligibility determinations.
PLEASE NOTE: This is an entry-level position within the Eligibility Worker series. New hires will participate in training sessions to learn regulations, procedures, forms, and effective public interaction techniques. The initial year will include a probationary period focused on program training and practical experience. Successful candidates will complete four months of training followed by two months of on-the-job training. Failure to complete training satisfactorily may result in termination of employment. Attendance during the training period is critical; therefore, vacations will not be approved during this time.

Incumbents are expected to learn and undertake a variety of duties, which may include but are not limited to the following:
- Conduct interviews with individuals from diverse backgrounds to assess eligibility for public social programs; explain program requirements and procedures in both individual and group settings.
- Assist applicants in completing necessary applications and declarations for eligibility decisions; gather information in sensitive situations regarding financial status and living arrangements.
- Evaluate program eligibility according to various regulations; utilize the California Statewide Automated Welfare System (CalSAWS) and other systems for managing tasks and documentation.
- Handle inbound and outbound calls efficiently; prepare documentation for public assistance processes; organize workload to ensure compliance with eligibility regulations and timelines; review documentation for accuracy and consistency.
- Identify customer needs and provide information and referrals to community resources that address health, housing, and food needs, as well as assistance with employment and transportation.
- Equivalent to high school graduation and one year of public contact experience in a customer service environment; OR,
- Equivalent to high school graduation and one year of office experience performing administrative duties; OR,
- A combination of training, education, and experience equivalent to the above standards.
Knowledge of: general office procedures; time management techniques; public contact and communication methods.
Ability to: comprehend and interpret complex regulations; apply and explain these regulations; effectively navigate multiple computer applications; accurately record information and complete complex forms; conduct skilled interviews to gather personal information affecting eligibility; communicate effectively with diverse populations; maintain cooperative relationships in challenging situations; establish effective working relationships with colleagues; determine appropriate actions in emergencies; maintain confidentiality; manage time effectively amidst interruptions; and make referrals to other agencies.
Additional Requirements:
- A valid California Class C Driver's License may be required.
- Bilingual skills may be necessary. If indicated on your application, your name will be placed on the employment list for bilingual positions.
- Incumbents may be required to perform civil defense duties.
- Selectees must agree to comply with relevant California Penal Code sections regarding child and elder abuse reporting.
