Role Responsibilities:


As a Senior Plans Reviewer, you will conduct detailed assessments of residential and commercial construction plans to verify adherence to municipal building and zoning regulations. You will analyze intricate designs for new constructions and modifications to existing structures within city boundaries.

Your duties will include ensuring that building and zoning plans are thorough, precise, and compliant with relevant codes, ordinances, zoning laws, and national standards. You will serve as a resource for field inspectors on complex issues.


This position demands strategic analysis, effective communication of city construction regulations, and the ability to assess building plans critically, using data to advocate for alternative solutions.


The ideal candidate will possess a bachelor's degree in Construction Management or a related discipline, along with zero to four years of relevant experience in construction or plan assessment. A combination of education and experience may be considered on a year-for-year basis. Candidates with certifications from the International Code Council (ICC) as a Plans Examiner, Building Inspector, or in other construction-related areas are preferred.


Team Environment:
Our team consists of 8 Plans Reviewers who collectively process approximately 4,000 building permits annually.

We take pride in delivering exceptional service to our applicants, fostering a collaborative environment for resolving code interpretation challenges, and promoting continuous training and professional development.

The Plans Reviewer team collaborates closely with the Building Inspectors and Fire Protection Engineers, benefiting from the expertise of several Master Code Professionals and numerous Combination Inspectors. Regular in-house training sessions, recognized by the ICC Preferred Provider program, are conducted by our team members and guest speakers.

Work Schedule:
The Plans Reviewers currently operate on a hybrid schedule, working Monday to Friday from 8:00 a.m. to 5:00 p.m., with three days remote and two days in the office. Additional in-office attendance may be required based on operational demands.

Compensation Package:
This position offers a competitive salary structure for those seeking stable and fulfilling career opportunities. The role may be filled at levels I, II, or III depending on the qualifications of the selected candidates. Salary adjustments will be made for the upcoming fiscal year.

Key Duties:


Evaluate and analyze plans, designs, and specifications for complex buildings and associated mechanical systems, including HVAC, plumbing, and electrical systems, to ensure compliance with city construction codes.

Conduct necessary field inspections to assess structural integrity and the proper installation of complex structures. Recommend corrections for any identified deficiencies to meet city standards.


Facilitate pre-plan approval meetings with contractors, architects, and engineers to address relevant code issues during the review process.

Design and oversee tests to assess the suitability of construction materials and methods. Review and maintain records of laboratory tests related to soil bearing capacities and load tests of structures.


Utilize engineering calculations to evaluate foundations, beams, and supports that may have been compromised due to fire, earthquakes, or other structural disturbances.

Provide recommendations to mitigate risks.


Respond to inquiries via phone and at the City Development Review counter regarding city construction codes and plan propriety.

Engage with the public to resolve disputes with inspectors concerning building plan enforcement.

Perform additional duties as assigned.

At the highest level, undertake a variety of complex or specialized plan review tasks.

Minimum Qualifications:
Senior Plans Reviewer I


Graduation from an accredited college or university with a bachelor's degree in Construction Management or a related field and zero to two (0-2) years of construction or plan review experience.

Education and experience may be substituted on a year-for-year basis.


Possession of two certifications from the International Code Council (ICC) as a Plans Examiner, Building Inspector, or in another construction area, or the ability to obtain these within six months of employment.

Senior Plans Reviewer II


Graduation from an accredited college or university with a bachelor's degree in Construction Management or a related field and two (2) years of construction or plan review experience.

Education and experience may be substituted on a year-for-year basis.


Certification as a Combination (Building, Mechanical, Electrical, and Plumbing for both residential and commercial) Plans Examiner or Inspector or Certified Building Official (CBO) from the International Code Council (ICC).

Senior Plans Reviewer III


Graduation from an accredited college or university with a bachelor's degree in Construction Management or a related field and four (4) years of construction or plan review experience.

Education and experience may be substituted on a year-for-year basis.


Certification as a Combination (Building, Mechanical, Electrical, and Plumbing for both residential and commercial) Plans Examiner or Inspector or Certified Building Official (CBO) from the International Code Council (ICC), plus four additional ICC or LEED certifications related to the construction field.


General Requirements:
Possession of a valid driver's license or driving privilege card is required for site visits.


Extensive knowledge of various types of building construction, including plumbing, mechanical, and electrical systems, as well as structural engineering principles and practices as they relate to building construction.

Ability to perform accurate engineering and mathematical calculations and produce well-documented reports.

Work Environment:
Frequent transitions between office and construction site locations, with exposure to varying weather conditions. Regular exposure to vehicular traffic and hazardous construction environments during field reviews.

Occasional high-stress situations due to human behavior and construction deadlines.

Non-traditional working hours may be required during peak construction periods.

Career Advancement:
Progression between levels is contingent upon individual tenure, training, and successful completion of testing requirements.

To qualify for advancement, candidates must demonstrate satisfactory job performance while meeting all established minimum qualifications.
